Sr Mgr Business Development-Capture Proposal Excellence
Senior Manager, Capture Excellence provides capture process leadership across IDS insuring proactive execution of the WIN process on strategic new business opportunities with the objective of increasing IDS' competitive win performance. The Manager of Capture Excellence works with WIN Leads, Business Development Leads, and Proposal Managers to strengthen IDS' competitive position through tailored and systematic application of IPDS and capture best practices. IDS submits more than 300 proposals each year of which roughly 40 are competitive in 2009. These 2009 competitive proposals total more than $1.5B in potential 2009 bookings. The Senior Manager of Capture Excellence reports to the Director of WIN Process and Accountability, and achieves unprecedented levels of capture process quality and increased competitiveness by insuring interdependent, timely and streamlined execution of the capture/proposal process.
Responsibilities include:
- Provide an Enterprise wide resource to assist capture teams successfully tailor and implement the WIN Process.
- Focus on assisting capture teams in customer and competitor analysis, price-to-win, capture plans, strategy and win theme development with the objective of assuring readiness for major color team and gate reviews. Efforts will include training, mentoring, assessing, and doing as needed to support capture teams.
- Increasing the alignment of proposals with stable technical baselines and leadership decisions to improve their effectiveness and reduce rework
- Identifying proposal talent pipeline needs and gaps in partnership with HR Learning, and
- Instilling practices and behaviors that improve efficiency and effectiveness.
- Collect and use capture metrics and lessons learned to continuously improve the process.
- Provide leadership in fostering IBT/CBT interdependency and maintain process accountability
Required Skills:
- Bachelor's Degree, 12+ years of capture/business development leadership in our industry.
- Experience with customer focused marketing and IPT leadership with a track record of effectively using matrix organizations to get results.
- Demonstrated record of competitively winning new business as a win lead and/or business development lead.
- Experience in competitive analysis, customer analysis, win strategy development, conduct of color teams and price-to win analysis.
- Accomplished in the use of MS Word, Power Point, Excel and MS Project.
- Must be able to obtain a Secret security clearance
- BS/BA degree from an accredited university or college
Desired Skills:
- 15+ years of demonstrated success in winning capture management/business development.
- Must be able to develop effective relationships with internal and external customers, and build and lead highly effective teams.
- Possesses basic understanding of the DOD environment and acquisition process.
- Successful track record in international BD.
- Possesses in-depth knowledge of IDS and Raytheon business to include programs and capture/proposal IPDS process.
- Possesses a demonstrated ability to work collaboratively across a large business, managing diverse tasks, requirements, and commitments.
- Responds efficiently/effectively to time-critical requirements with superior results; record of successfully interfacing with BD disciplines and varied levels of leadership.
- Honest, forthright and trustworthy and demands same from associates including external partners.
- Possesses a Secret security clearance.
- Masters Degree from an accredited university or college.
