Job Description
As a member of the Rocky Mountain Engineering Specialty, Security and Logistics Engineering organization, this Senior Principal Systems Engineer will be responsible for the technical leadership and execution of all Specialty Engineering activities on the GPS OCX program including Reliability, Maintainability and Availability (RMA), Human Systems Interface (HSI), System Safety, Positioning Signal Integrity Continuity Assurance (PSICA), Survivability/Vulnerability and Integrated Logistics Engineering (ILE).
Responsibilities include but are not limited to:
- Provide technical direction and oversight for all Specialty Engineering tasks/efforts
- Ensure Customer actions/requests are responded to in a timely, comprehensive and accurate manner
- Ensure Subcontractor performance and maintain effective relationships
- Provide oversight on program ECPs, ROM estimates and Engineering estimates
- Perform risk and opportunity oversight
- Serve as the Section Manager for all Specialty Engineers on the GPS OCX program
Required Skills:
- 10+ years recent experience with Specialty Engineering
- 10+ years experience in Systems Engineering
- Experience with ILE on a large software development program
- Experience with hardware and software RMA analysis
- Experience with Performance Based Logistics (PBL)
- Experience with HSI, Human Computer Interface (HCI) and/or Human Factors Engineering (HFE) analysis
- Experience with hardware and software System Safety analysis
- Solid knowledge and understanding of other disciplines and how they relate to systems engineering - software, hardware, integration and test, configuration management, quality engineering
- Ability to establish and maintain a good working relationship with all levels of the organization including the Customer, the End User and all functional organizations
- Experience with requirements generation, verification and validation
- Program management skills including experience with earned value management systems, cost and schedule tracking and risk and opportunity management
- Line management experience including performance evaluations, staffing, employee development and mentoring/coaching employees
- Ability to perform task prioritization, planning, scheduling and conflict resolution
- Ability to quickly become current on technical and management efforts currently underway
- Demonstrated written and verbal communication skills; analytical and problem solving skills; and, working in a geographically dispersed team environment
- EVMS Level 2 certification
- Certified Raytheon Six Sigma Expert or Qualified Specialist
- US citizenship with the ability to obtain a DoD clearance
Desired Skills:
- Experience with PSICA
- Familiarity with CMMI, particularly with organizations operating at Level 3 or higher
- Experience in preparing proposals, estimates, technical documents and other contract deliverables
- Experience with complex satellite ground systems
- Solid understanding of software development processes and their application to programs
- Experience with subcontract management; certified Technical Subcontracts Manager (TSM)
- Demonstrated self-starter; proactive in determining goals and objectives and pursuing the necessary course of action
- Experience with ClearQuest and DOORs
Required Education (including Major):
