Program Area Manager Logistics Services, Air
Technical Services Company LLC (RTSC) provides technology solutions for defense, federal and commercial customers worldwide. It specializes in Mission Support, customized engineering services, engineering product solutions and engineering service solutions. Within RTSC, The Mission Support Operations (MSO) business unit accounts for half of the business with approximately 5500 employees. MSO is a $1.3B million business unit made of up 4 business areas focusing on providing training, logistics and supply chain management expertise, particularly at difficult or remote sites. The Program Area Manager will work within the Operations, Training and Logistics (OTL) business area and be responsible for all air logistical operations/pursuits in the OTL business area This includes the development and support of multiple capture and proposals, developing the air logistical strategy, management of air logistical programs and the development and implementation of a customer centric growth strategy for large MAIDIQs. This position reports to the Director of Logistics for OTL.
Required Skills:
- B.S./B.A. in an business/accounting/finance/engineering discipline and 10+ years program management experience working with or within the Homeland Security or DoD communities.
- Comprehensive background in all areas of Aircraft Logistics and Sustainment, but primarily those areas that focus on systems and architecture to include support equipment. Five years prior supervisory experience required with success in large organizations, running budgets and accomplishing yearly goals.
- Must have experience in multi platform logistics and supply chain management.
- Knowledge of cross cultural team building combined with an ability to lead and motivate others toward continuous improvement and shared success.
- Experience managing all aspects of a development program in the Aircraft Logistics Community.
- Experience with UAV flight support and operations along with commercial best practices.
- Proven successes in management and control of funds and resources with ability to obtain Raytheon's Earned Value certification.
- Strong risk management and earned value management skills.
- Strong experience with FFP and CPFF contracts.
- Experience establishing and maintaining good working relationships in all levels of the organization, including customers, prime contractor organizations, internal management, and support organizations.
- Experience with business level (sub-product line or larger) operations.
- Strong leadership and communication skills, including negotiations experience.
- Extended temporary travel can be expected in support of both Program Management and proposal activities.
- Must be familiar with PBL's, PPP and Depot operations. In particular leveraging each for partnerships
- Must be familiar with or have the capability to gain familiarity with Raytheon's Integrated Product Development System (IPDS) within 30 days after joining.
- Proficient in MS Office products to include Word, PowerPoint, Project and Excel.
Desired Skills:
- Masters Degree in Engineering or Mathematics. Equivalent work experience in the logistical industry for 10 or more years may be substituted for degree requirements.
- Demonstrated success in creating innovative solutions as needs arise, a visionary who understands processes and how to reach and attain general long term goals.
- Have strong coordination, organization, detail oriented, teaming and communication abilities.
- Proven experience in managing and growing IDIQ programs
- Able to create innovative solutions as needs arise.

- Have effective interpersonal and customer interface skills.
- Able to influence development of project objectives and goals.
- Experience in proposal development.
