Sr. QA Inspector National Facilities Services Silver Spring, MD Kaiser Permanente is seeking a qualified candidate for the Sr. Quality Assurance Inspector position within National Inspection Services of National Facilities Services, based inSilver Spring, MDsupporting the MidAtlantic Region.This role will fulfill the NFS requirement for continuous inspection of all construction/renovation of new or existing medical facilities, for compliance with all requirements outlined in applicable codes and project specifications.Sr. QA Inspectors are also utilized on non-medical facility projects at the request of the Project Teams to ensure compliance with approved construction documents, and coordinating activities of the local building department. Essential Functions: - Upholds Kaiser Permanente's Policies and Procedures, Principles of Responsibilities, and applicable state, federal, and local laws. - Performs continuous inspections of all aspects of construction and renovations as qualified by a project's approved contract documents and as so required by ICC regulations and applicable building codes. - Reports discrepancies to the General Contractor, Project Manager, and Architect/Engineer of Record and works with Project Team for resolution. - Reviews the plans and specifications and becomes thoroughly familiar with them as they apply to the work being inspected. - Reviews contractor's schedule and develops inspection plans that ensures compliance with contract documents and applicable codes. - Develops and manages budgets under NIS's Annual Contract for testing and inspection costs. - Maintains an on-going list of work to be corrected and/or completed by the General Contractor in accordance with approved plans/specifications and logged daily within the NIS Project Tracking Program. - Schedules and coordinates regulatory agency inspections in conjunction with the contractor's QC personnel. - Identifies potential construction conflicts to Project Team and promotes equitable resolutions. - Maintains Contract Documents, and documents construction as prescribed in the NIS electronic Project Tracking Program and other reports required by the National Inspection Services Dept. Manager. - Develops Testing and Inspection Budget, schedules, and supervises Material Testing Laboratories Inspectors, and verifies testing and inspection charges. - Reviews General Contractor's Request for Information, and assists the Project Team in determining if Regulatory Agencies review is required. Facilitate Regulatory Agency field review of Instruction Bulletins, and Change Orders. - Reviews and verifies the accuracy of change orders and General Contractor's monthly progress payment requests with the Project Team. -All duties are required to be in accordance with the NIS Performance Manual including reporting criterion as specified by the NIS Project Tracking Program. - Reports to the NIS Area Manager. - Assume other activities and responsibilities from time to time including Safety representative, with limited responsibilities, as directed by the NIS Area Manager. Qualifications: Basic Qualifications: - Minimum of 5 years of construction experience on major medical facility construction projects maintaining construction records, plus Education, Training Certification requirements listed below. - Bachelor's degree in construction related field and a minimum of 4 years of experience on Type I or Type II construction; or high school diploma and a minimum of 6 years of experience on Type I or Type II construction. - Both of the above experience must be as a Special Inspector as so specified by the ICC, an Architect, Engineer, General Contractor, Specialty Contractor/Agency in field(s) of ICC Commercial Combination Inspector, Commercial Building Inspector, Commercial Electrical Inspector, Commercial Mechanical Inspector, Commercial Plumbing Inspector, Accessibility Inspector/Plans Examiner, Fuel Gas Inspector, Fire Inspector II, Kitchen Fire Extinguishing System Technician, and/or with ASSE Standard 6030 certification, or Level A CA OSHPD IOR certification. - Thorough knowledge of policies, practices, and systems. - Complete understanding and application of principles, concepts, practices, and standards. - Full knowledge of industry practices. - Broad application of principles, theories, and concepts in applicable discipline, plus working knowledge of other related fields specific to medical facility construction. - Must be able to effectively communicate with Specialty Contractors and Contractor's QC designee as related to quality issues, Contract Documents, and applicable codes. - Proficient in use of: word processing, spreadsheets, construction scheduling software.
