Security Clearance: Top Secret REQUIRED Expertise in the area of standards development Subject matter expertise in one or more technical areas such as material or mechanical engineering, manufacturing processes, quality assurance and/or conformity assessment programs Ability to lead and facilitate diverse groups of professionals; manage and resolve conflicts; produce deliverables through group consensus Ability to present technical and complex data or findings to a variety of audiences Ability to multi-task several highly complex and possibly politically sensitive projects simultaneously Expertise in report writing, reviewing, editing, publication and dissemination Ability to contribute substantively to areas being researched, including the identification of new and/or previously unknown or untried resources Demonstrated expertise in computer applications. Minimum in MS Word, Excel, Powerpoint, and other data sharing programs as appropriate (e.g., MS SharePoint, email, efax, etc). Ability to identify the expertise required or deemed necessary for the development or revision of various equipment performance standards and subsequent recruitment of participants who can provide expertise in those areas DESCRIPTION This position will support the production, review and dissemination of federal government voluntary minimum performance standards for law enforcement equipment, including development of equipment performance standards, test methods, compliance and/or certification programs, user guides and best practices. Requires management, facilitation, analytical and technical abilities combined with knowledge and application of conformity assessment principles, as well as knowledge of general engineering practices and associated manufacturing processes, techniques and follow- up inspection and/or surveillance programs. Key tasks of the position include: Maintain, lead, and facilitate several on-going Special Technical Committees (STC's) (see www.NIJ.gov/Standards for information on STC's) Organize and arrange monthly meetings and associated conference calls etc. for ongoing and new STC's Develop and obtain approvals for expert participant list for 2 TBD STC's. Manage the tracking, edits, reviews, publication and dissemination of several standards documents Create, draft, review all necessary support documents as required Initiate and manage the development of: test methods, standards, test methodologies, certification programs and users guides as identified during the STC process and as necessary Participation in Standards Development Organizations (SDO's, such as: ASTM, NFPA, IEEE, ISO, IAB, etc) and leverage ongoing standard development opportunities Coordinate standard development activities with other federal agencies, test laboratories, certification bodies, professional associations, and equipment manufacturers Present technical and complex data or findings at conferences / symposiums A Total Value package.
