The Federal Reserve Bank of Richmond's National Procurement Office has an immediate opening for a Strategic Sourcing Specialist reporting to the director of this area. This critical role can be filled at either the Senior or Regular level. The selected candidate will be offered the role that best fits their skills and experience level, as it relates to the requirements for each job. In this role, you will be responsible for sourcing events, supplier management, and contract administration tied to projects with low, medium and high risk exposure. This position is primarily project and task driven with Manager level supervision present on most tasks. You will work independently on low to medium risk projects and some supervision from their Manager on high risk projects as well as assist and manage the Request for Proposal (RFP) process related to low, medium and high risk enterprise-wide acquisitions in support of multiple Districts, System projects, and National Business Leaders as well as work autonomously on most low to medium risk, projects. You will work with NPO management to develop strategies for more complex, high risk complex acquisition projects.

Additional Responsibilities
· Manages the Request for Proposal (RFP) process related to low to medium risk enterprise-wide acquisitions in support of multiple Districts, System projects, and National Business Leaders. Will work autonomously on most low to medium risk complex projects. Will work with NPO management to develop strategies for more complex, high risk acquisition projects. (Regular)
· Leads or facilitates acquisition projects related to IT equipment, enterprise-wide software licensing, application development, facilities and maintenance services, application integration and consulting services as well as other more complex commodity and service acquisitions (Senior)
· Analyzes and synthesizes data supplied by Subject Matter Expert (SME) teams and translates that information into detailed requirements and acceptable bid specifications. Prepares bids, process specifications, tests, reports, and other exhibits for critical and complex requirements. Manages timeline events related to bid/proposal (meetings, amendments, and notifications)
· Translates detailed technical requirements supplied by the SMEs into acceptable bid specifications. Collaborates and manages (when needed) SMEs and management workgroups related to the business line when selecting reliable sources, evaluating bids, and ensuring that the proper policies and procedures are followed and documented relative to the final supplier selection
· Assists in analysis and interpretation of various procedures and guidelines as it relates to sourcing of goods and/or services
· Manages and tracks ongoing vendor performance by building vendor scorecards and conducting regular vendor feedback cycles to maintain or improve performance as appropriate
· Guides SMEs when selecting reliable sources, evaluating bids, and ensuring that the proper policies and procedures are followed and documented relative to the final supplier selection. Manages critical and complex competitive bidding processes and conducts complex analyses, including price/cost analysis, benefit analysis, and financial analysis. Has excellent understanding of the District's and System's requirements for contract development and evaluation
· Develops documentation pertaining to milestones, status, and other decision making steps relative to each acquisition project. Presents and reviews this material with SME teams, NPO management, and business line management
· Coordinates or leads the negotiations with suppliers relative to new procurements, changes to existing agreements or conditions, and price and service level arrangements. Facilitates the final supplier selection process by coordinating site visits, supplier presentations, and best and final negotiations
· Coordinates or leads the integration of statement of work documentation, appendices, amendments, and pricing schedules into new and existing contracts. Makes recommendations or alternate sourcing solutions to SMEs and lines of business when appropriate
· Develops and writes contract language
· Collaborates with Legal to refine the final contract agreement with the vendor and the business line customer. Provides comprehensive risk management including: negotiation with supplier legal counsel to prepare and edit contracts for goods and services
· Works with the System business owners in the development of the supplier management program for key strategic suppliers by administering the supplier scorecard program, assessing and communicating the results, and developing performance improvement plans, if necessary
· Responsible for the ongoing management of the contracts after they are executed. Develops tools to measure and report the progress of the supplier relative to the terms and conditions of the contract. Coordinates or participates in joint meetings and discussions between suppliers, SMEs, and lines of business concerning vendor performance, scorecard assessments, and new supplier programs and technologies
· Maintains knowledge of current trends and developments in the field by reading professional literature and attending related seminars and conferences
· Works on special projects as requested by management; supports all levels of management in the department and may participate on system-level workgroups as requested.
Education/Requirements/Technical Competencies
· Bachelor’s degree in any business discipline and 5-7+ years of related work experience (required) SENIOR
