Subcontracts Administrator Job in Vienna 22180, Virginia US
PRIMARY FUNCTION
Provide cradle-to-grave subcontracts support. Negotiates subcontract price/cost, profit/fee, terms and conditions, and schedule for new subcontracts and subcontract modifications. Prepares bid packages, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Administers assigned subcontracts to ensure compliance with subcontract terms and conditions.
ESSENTIAL DUTIES RESPONSIBILITIES
Develops, in conjunction with program offices, technical representatives and business operations, pre-negotiation position with regard to subcontractor proposals for awards, modifications, claims and closeout. Provides contractual advice and representation to program/functional reviews, subcontractor meetings and proposal activities. Plan acquisitions, prepare solicitations, solicit bids and proposals, and evaluate/negotiate subcontract awards for fixed price and cost type subcontracts. Offer guidance to junior level staff.
QUALIFICATIONS
Knowledge of government contracting including negotiated procurements for both fixed price and cost type subcontracts, contract law and cost/price analysis. Leasing (product/services) experience desired. Demonstrated knowledge and skill with Federal and Commercial contract negotiation and administration. Must have a working knowledge of the FAR. Possess a strong understanding of contractual issues with the ability to develop successful strategies to address them during negotiations. Proven contracting and business experience in a similar environment. Demonstrated understanding of standard business policy/practices, basic contracting regulations, techniques, concepts, and practices and applies this knowledge in proposal situations.
The candidate must possess in depth knowledge of software applications: word-processing and spreadsheets. The candidate must have the ability to communicate effectively both orally and in writing. US Citizenship is required.
WORK ENVIRONMENT AND PHYSICAL DEMANDS

EXPERIENCE:
Five to seven years of experience in government procurement/subcontracting environment, CPSR environment preferred.
EDUCATION:
Bachelor’s degree in an associated discipline is preferred. Two (2) years of experience in subcontracts may be substituted for each year of the four (4) years of college.
