Primary Title: Subsurface Engineering Manager Reports To: Director of Operations Purpose of the Position: Manage subsurface engineering functions for a large, complex program providing support to the Government under a multi-million dollar, five to ten year contract for management and operations of geographically dispersed petroleum storage sites in the Gulf Coast region involving surface and underground storage of petroleum products. Subsurface functions include, but are not limited to planning, design, and operation of storage caverns, wells, disposal wells, geotechnical investigations, workover operations, and related infrastructure. Major Duties: - Develop and recommend engineering solutions to down-hole and associated wellhead problems in caverns and brine disposal wells - Provide periodic reports on cavern integrity and workover activities as required by work authorization directives - Manage the required cavern integrity testing program. - Institute and oversee a cavern and well engineering program that uses the latest technology in systems engineering, modeling, root cause analysis, cavern characterization techniques, and vapor pressure analyses - Determine well materials and well maintenance methodology best suited for the specific geological and operational environments as related to specific wells - Provide all engineering requirements and manage well drilling, completion and workover operations - Conduct cost, schedule and risk analysis and change control in accordance with DOE Orders - Determine the specific tools/processes best suited for well operations (e.g., appropriate logging tools; packer selection; cement quantities and design; drill bit and hole opener selection; drilling fluid design; lost circulation material if/when necessary; perforation design; acid treatment and/or fracking technologies) - Assess possible equipment load specifications and incorporation of safety factors - Determine equipment, such as wellhead componentry, best suited to maintain well stability and product movement - Conduct solution mining modeling of salt caverns, develop programs, and manage solution mining activities - Verify and budget for inventories - Ensure the quality, technical excellence, conformance to standards and procedures, and accuracy of all engineering deliverables - Manage program and all personnel actions in compliance with Government policies and procedures - Represent sub-surface engineering in all reviews and provide input to all reports - Maintain a membership in related U.S. and international technical organizations (e.g., SMRI) Candidate requirement: - Education: o Minimum of BS in Engineering (petroleum, industrial, mining, mechanical), or a related field o MS in Engineering or other advanced degree preferred in a related field. o Professional Engineer license/registration required (prefer license in LA and TX) o Training/education in these fields: § Well construction, design, and/or control § Electric logging/wellbore evaluation § Mechanical integrity testing § Underground storage of petroleum or related products (in salt) - Experience: o Fifteen (15) or more years experience in engineering, including skills and knowledge related to petroleum storage, drilling and well design o Engineering oversight on contracts valued at � $100 million/year with � 600 employees (including subcontractors) o Have expertise in underground storage in salt caverns o Program management in support of the Government and/or a major commercial customer in a related field o Oversight for engineering services on a contract with multiple geographic locales is preferred - Must be U.S. Citizen - Security clearance or ability to obtain one
