This position manages development, implementation and maintenance of refinery's training program to assure workforce's competency and compliance for safety, environmental, regulatory and business requirements. Provides leadership, direction and management to all refinery training supervisors.
Key Responsibilities:
- Establishes site's training strategy and instructional objectives, in collaboration with refinery's leadership and functional training committees, ensuring alignment with refinery's goals. Leads efforts to define annual refinery training plan based on needs analysis. Manages training budget; controls and optimizes training resources. Champions continuous learning culture.
- Manages and leads staff. Initiates selection, promotion and corrective actions when appropriate; accountable for fair and uniform application of personnel policies.
- Supervises design of training curriculum focusing on, but not limited to, programs for skilled workforce (operator and maintenance craft), new hire orientation and experienced professional development. Conducts analysis of learning environment and works with subject matter experts and stakeholders to define training outcomes and curriculum components. Develops and institutes testing procedures as needed.
- Supervises design and production of course content and learning materials. Ensures content is relevant, accurate, current and compliant with regulatory requirements, company policies and procedures, and industry standards. Develops, mentors and leads network of qualified site trainers across functional areas.
- Manages training delivery. Audits training classes to ensure delivery meets established instructional standards and to assess instructor effectiveness. Coordinates deployment of corporate talent management initiatives with Human Resources.
- Develops performance indicators and conducts regular reviews to assess impact and effectiveness of training programs. Identifies potential training needs.
- Maintains auditable training documentation. Monitors and reports training compliance metrics.
Education and Experience
Minimum high school diploma or equivalent typically required. Minimum 10 years petrochemical industry experience with at least 3 years management experience typically required.
