Primary Title: Surface Engineering Manager Reports To: Director of Operations Purpose of the Position: Manage surface engineering functions for a large, complex program providing support to the Government under a multi-million dollar, five to ten year contract for management and operations of geographically dispersed sites in the Gulf Coast region, involving surface and underground storage of petroleum products. Surface engineering functions include all above- ground infrastructure, including but not limited to utilities, wellheads, roads, bridges and dikes, piping, meters, control systems, security and fire systems, pipelines, pumps, intake structures, inventories, and buildings. Major Duties: Perform planning and budgeting, special studies, analyses, design, design reviews, and documentation in support of the operations, maintenance, and repair of facilities, systems, and equipment. Primary functions involve technical disciplines associated with the flow of high volume of raw water, brine, and crude oil in the solution mining of underground storage caverns and crude oil drawdown. Perform design and construction management services, including Title I, II, and III services, as required Oversee systems engineering, pipeline assurance, configuration management, and reliability, availability and maintainability (RAM) program management Provide technical input to construction, operations, major maintenance, maintenance, and environmental activities Ensure that the surface components to the underground storage operation comply with all safety and environmental regulations and that required permits are in place Conduct emergency planning and natural phenomena hazards assessments Provide engineering drawings and maintain current as-built drawings; maintain engineering library in accordance with current technology Serve as Design Authority for the program Develop and maintain engineering core competencies and oversee engineering staff at the four petroleum storage sites Perform value engineering and conduct cost, schedule, and risk analysis and change control in accordance with DOE Orders Manage project controls staff with expert knowledge of cost estimating and scheduling techniques (e.g., Primavera) Represent surface engineering in all reviews and provides input to all reports Ensure the quality, technical excellence, conformance to standards and procedures, and accuracy of all engineering deliverables Manage program in compliance with Government policies and procedures Maintain membership in related U.S. and international technical organizations Candidate requirement: Education: o Minimum of BS in Engineering (petroleum, industrial, mining, mechanical), or a related field o MS in Engineering or other related advanced degree preferred o Professional Engineer license/registration required (prefer license in LA and TX) o Training/education in these fields: - Pipeline design and construction - Pump design and operation - Utilities - Civil and building design and construction (including Leeds) - Integrated control system design and operation - Emergency response planning and implementation - Environmental permitting and compliance Experience: o Fifteen (15) or more years experience in engineering, including skills and knowledge related to petroleum storage and logistics o Engineering planning, budgeting, design and construction management for contracts valued at = $100 million/year with = 600 employees (including subcontractors) o Have expertise in the design, construction, and operation of petroleum and/or product storage infrastructure associated with salt storage caverns. o Management of an engineering program and development of technical safety reviews and documented safety analyses o Program management in support of the Government or a major commercial customer.
