System Architect

Description:  Designs and develops solutions to complex applications problems, system administration issues, or network concerns. Performs systems management and integration functions.  Analyzes science, engineering, business, and all other data processing problems for application to electronic data processing systems. Analyzes user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. May analyze or recommend commercially available software.

 

Incorporates engineering strategies for introducing new technology into the customer infrastructure related business processes, namely, Collection, Analysis, Production and Dissemination. Develops future technology and architectural advancements to support CIO architectural strategy, technology migration, and integration and evolution. 

 

Applies knowledge of enterprise IT needs to design improved processes, generate valid requirements, and ensures these are consistent with the customer enterprise technical architecture (ETA) and Federal Enterprise Architecture (FEA).  Acts as an advisor and proposes changes to the ETA based on analysis of requirements and new technology.  Works with appropriate parties to resolve discrepancies between proposed IT systems and enterprise quality and security standards. Provides technical and administrative direction for personnel performing software development tasks, makes recommendations, if needed, for approval of major systems installations. Designs and develops computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions.

 

 

Required Skills

Position requires TS/SCI w/ Full Scope polygraph

- Minimum 10 years of application development/software engineer experience

- Minimum 3-5 years of experience with developing user interfaces

- Experience developing and deploying EJBs, web services

- Proven experience providing development support to enterprise class applications with multiple system interfaces

- Working Knowledge of Unix/Solaris operating system, J2EE, XML, CORBA

- Knowledge of RDBMS

 

Desired Skills:

10 years supervisory experience.

Strong written and verbal skills as used in presentation, reports and instructional material for junior staff.

- Experience with tools such as CVS, Eclipse, JIRA, wikis and blogs, Spring, Hibernate and JUnit

- MS degree in Computer Science, Computer Systems Engineering or experience that would provide equivalent knowledge, other advanced degrees a plus.

- Minimum of 7-10 years experience in developing web-based applications using Java, J2EE, JSP, javascript technologies, including EJBs and Web Services

- 10 years supervisor experience  

- Minimum 2-3 years using agile and test driven development

- Experience with web services design and development.

- IBM Maximo experience

- Python/jython experience
