Alcoa Power Generating Inc.(APGI) is a subsidiary of Alcoa and operates 5 different utility divisions. Reporting to the VP and Operations Manager, the System Operation and Compliance Manager will provide a strategic focus on system operations and planning of the APGI power system to ensure compliant, safe, reliable and economic operation of APGI Hydro assets by providing leadership which creates a productive, creative and harmonious work environment that reflects and advances Alcoa values and objectives.
This position will be responsible for overall functions associated with Control Center operations and activities, FERC/NERC/SERC Compliance, system engineering and system planning, engineering services, REX initiative development and technical support for Hydro Operations and Maintenance. The position will effectively manage resources to efficiently support needs of both Hydro Divisions and provide a level of redundancy in knowledge for both systems. The position will ensure the operation, planning and maintenance of assets adhere to regional, NERC, and FERC compliance standards and promotes consistency and continuous improvement through use of best utility practices.
Major activities/Key Challenges
- Oversee the scheduling of power generated from APGI Hydro facilities to support TN Operations in Alcoa, TN and to the interconnected grid
- Oversee adherence to system operating conditions in two FERC licensed projects
- Manage and direct the staff responsible for real-time operation of APGI's 24/7 Control Center operating both Hydro projects
- Provide oversight of power system automation for effective operations of the power system control infrastructure (Energy Management Systems (EMS) and Supervisory Control and Data Acquisition System (SCADA))
- Leads development of strategies for System Operations and Planning
- Manage system engineers in support of project engineers, project managers, and associated staff supporting electric power generation and transmission asset management and capital construction.
- Oversee determining scope of system projects, technical reviews, planning, application of codes and standards, use of best practices, assign work responsibilities
- Ensure department work meets cost, schedule, technical, safety, regulatory, environmental, and strategic planning requirements while meeting the needs of Hydro Operations and Maintenance
- Develop and modifies policies, procedures, ordinances, and operating guidelines to comply with frequent changes to applicable laws and regulations.
- Direct the development and administration of policies and procedures for switching orders to maintain system security and employee safety
- Perform liaison functions with local, regional, and federal regulatory agencies. Coordinates with other utilities and/or transmission and generation entities to ensure that all APGI assets remain viable.
- Oversee the administration of APGI's Compliance Tools.
- Represent APGI on various inter-utility and reliability-based committees
- Responsible for investigating, measuring and evaluating system conditions and directing relevant research, development, planning, design, advisory and related compliance activities
- Manage department budget and personnel
- Interface across APGI and Alcoa departments and with executive management, develop periodic reports, participate in strategic planning
- Responsible for ensuring the enforcement of and compliance with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations
- Administer personnel functions including recruiting, hiring, review and approval of job descriptions and salary classifications, selection and placement of personnel, performance evaluations, and salary adjustments

Basic Qualifications
- Bachelor's Degree
- 7 years of management and leadership experience in electric power system operations or related area of responsibility gained through progressively increased level of responsibility in assignments.
- 7 Years expereince providing in-depth knowledge of interconnected transmission system operations, generation characteristics, and electric utility power system control systems and practices.
- 7 years experience and knowledge of FERC, NERC compliance requirements, as well as, other federal, state and local regulatory requirements.
Preferred Qualifications
In addition to the Basic Qualifications:- Master's Degree in Power Engineering, Business, or Management is preferred.
- Utility System Operations and Control Center experience is a plus.
- Hydropower experience is a plus.
