Specific Job Description Designs, plans, and costs solutions based upon a user?s statement of need. Provides detailed drawings/schematics, bills of material, schedules and process definitions to provide a solution meeting the stated need. Coordinates with multiple specialty disciplines (such as network engineers, storage operations, VoIP administration, server administration), change advisory boards, and the customer to define and cost the solution, its deployment, operations, and maintenance. Ability to decompose the user?s statement of needs into hardware, software, personnel and process solutions. Documents the decomposition into specifications, drawings, and schematics used by others to estimate solutions. Conducts testing/experiments when needed to determine solution parameters for costing (such as number of devices, speed of interface). Documents specifications used by vendors to price requested solutions. Coordinates with vendors and internal supply chain management personnel to determine commercially available solutions and costs. Develops, plans and schedules proposals. Compiles cost, schedule, and technical components in the development of proposals. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team. Standard Job Description Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
