Responsible for providing leadership to an IT organization that manages and supports the delivery of IT projects and solutions throughout the project life cycle. Projects are primarily mid-tier, multi-platform environment.

• Accountable for performance management of technology staff and responsible for managing IT projects timely and effectively. Incumbent will manage direct reports (business and technical resources) that perform key functions required throughout the IT project life cycle/SDLC methodologies.
• Responsible for managing the customer relationship, staff performance, and departmental goals and objectives.
• Oversight of all project phases (including those in other departments i.e., developers). Area is primarily responsible for project management activities, including but not limited to project analysis, defining business and technical requirements and monitoring and reporting progress against planned activities.
• Identify project variances and take action to resolve variances using best practice project management methods.
• Understand the downstream impacts and work with all affected stakeholders to meet business and project objectives.
• Provide sound project metrics and identify solutions to barriers that arise during the project life cycle.
• Define, develop, and make improvements as needed and participate in the resource planning, coaching and development, and performance management processes.
• Perform project planning, staffing plans, and produce project estimates for IT projects and change requests. Must interact and coordinate with IT business partners and maintain key relationships with internal customers, CMS, Data Centers, IT infrastructure staff, and Shared System Maintainers, etc., to maximize business effectiveness.

Qualifications:

• Bachelor’s degree in Computer Science or related field
• 5-7 years of IT project management experience or related field
• Strong leadership and coaching skills and minimum 3 years experience managing a staff with performance management responsibilities
• Customer-focused and have proven experience in a similar information technology environment (i.e., software development, IT Project Management, production support activities).
• Experience in mid-tier, web, and multi-platform environments,
• Strong understanding and management of SDLC processes
• Proven experience in requirements analysis and definition, and IT project management
• Ability to understand and predict downstream consequences
• Proven experience in reporting metrics that demonstrate quality, cost, quantity, and timeliness
• Ability to identify and implement controls through root cause analysis
• Interact with all levels of management across organizational boundaries to resolve problems and identify appropriate technical solutions
• Must possess excellent interpersonal, written, and verbal communication skills
• Ability to multitask and work in a fast-paced environment is essential

PREFERRED REQUIREMENTS (Business specific criteria):
• Project Management professional (PMP) Certification
• Medicare or Insurance Industry experience
• Candidate must possess strong leadership and management experience and be able to manage multiple project initiatives.
