Tax Manager recruitment
Key Accountabilities
- Ensuring the Tax Regime is administered in an efficient and fair manner. Accountable to the Director of Tax and Finance for the generation of tax revenues and the day to day running of the Tax Department.
- Assisting in drawing up, monitoring and managing the Tax Department’s Business Plan, Operating Budget and Compliance Plans.
- Ensuring the Governance Regime for the Tax Department is properly established and that the Department adheres to the Regime.
- Assisting the Director of Finance and Tax plan the future strategy of the tax Department and the monitoring of progress towards reaching strategic goals.
- Setting and monitoring of customer service standards for the Tax Department
- Managing Tax Department staff, including mentoring, training and development.
- Authorizing various matters under the Tax Regulations.
- Responsible for preparing technical drafts for proposed legislative changes and identifying the need for legislative changes.
- Writing and updating detailed guidance material regarding the Tax Regime for publication.
- Reviewing and making enquiries into the tax returns of the more complex taxpayers, including preparation of cases for hearing by The regulatory Tribunal and the Court.
- Making advance rulings in technically difficult areas such as local source income and transfer pricing.
- Managing and monitoring the compliance work of the Tax Department, by the means of direct reports.
- Developing a compliance risk assessment strategy
Performance Criteria
- Progress of the Tax Department against the indicators enshrined in the annual operating plan and compliance plan.
- Collection of Revenue receipts against target.
- Report/views on Tax Department Governance from Audit and Risk, the Legal Department etc.
- Results, including yield, from compliance interventions.
- Expenditure against budget.
- Actual performance of Department against set customer service standards.
- Final proposals in respect of legislative changes and enhancements to the Oracle Tax Workbench
- Rulings made and Statements of Practice issued.
- Expressions of satisfaction or dissatisfaction from taxpayers, tax agents and others.
- Standard of casework evidenced by an examination, by the Director of Finance and Tax of a sample (random and selected by Director and jobholder) of worked or working enquiry cases.
Qualifications, Experience and Skills
- Minimum Qualifications: Educated to first degree level
- Minimum Experience: least 15 years’ experience in tax either in an advisory role or with a Revenue Authority
