Primary Title: Technical Assurance Manager Reports To: Program Manager Purpose of the Position: Oversee technical assurance functions for a large, complex program providing support to the Government under a multi-million dollar, five to ten year contract for management and operations of geographically dispersed sites in the South involving surface and underground storage of petroleum products. Technical assurance functions include: Environment, Safety, and Health (ESH) Quality Assurance (QA) Contractor Assurance System (CAS) Safeguards and Security (SS) Emergency Operations Major Duties: Identify, implement, and use operational technology and management practices from Government and commercial sources to continuously improve conduct of operations Establish, implement, and oversee the ESH, QA, SS and emergency operations programs and the CAS Ensure contract establishes and maintains ISO 9001 and ISO 14001 registrations Establish a structured, standards-based approach to incorporating ESH and QA requirements into work planning and control Oversee and maintain a comprehensive Quality Assurance Program Ensure ESH and QA requirements flow down to all levels of self-performed work and all tiers of subcontracted work performance Monitor and assess all work performed under the contract Pursue continuous improvement through the establishment, tracking, trending, analyzing, and annual updating of performance objectives, measures, and commitments Have and maintain an effective Lessons Learned Program to capture lessons learned from both internally and externally identified deficiencies and good business practices Ensure readiness to respond to emergencies, maintaining documentation delineating roles and responsibilities and conducting exercises and training Manage program in compliance with Government policies and procedures Candidate requirement: Education: o Minimum of BA/BS in Environmental Science, Safety Engineering, Quality Management, or related disciplines o MS in Environmental Science, Safety Engineering, Quality Management, or a related advanced degree is preferred o Registered Environmental Manager preferred o Certified Health Physicist, Industrial Hygienist, or Certified Safety Professional is preferred o ASQ certification or similar (e.g., Quality Manager, Quality Engineer, Certified Lead Auditor, Quality Auditor, Six Sigma) is preferred Experience: o Fifteen (15) or more years experience in program assurance, including oversight of ESH, QA, security, and emergency operations activities on contracts valued at = $100 million/year with = 600 employees (including subcontractors) o Experience with performance-based contracts, including identification and negotiation of performance-based incentives o Demonstrated success in identifying and implementing technologies and management practices from Government or commercial sources to improve operations o Implementation and maintenance of ISO 9001 and ISO 14001 programs o Experience with the Department of Energy s Integrated Safety Management System (ISMS), Environmental Management System (EMS), and Contractor Assurance System (CAS) o Experience working in accordance with DEAR 970.5223 (Integration of ESH Into Work Planning and Execution) o Program management in support of the Government or a major commercial customer o Programmatic oversight for assurance activities on a contract with multiple geographic locales is preferred Must be U.S. Citizen Security clearance or ability to obtain one What We Offer AECOM employees around the world enjoy a wide range of benefits and competitive compensation package.
