Job Title: Technical Writer

For Job posting: Transportation Management Services, Inc., (TMS) is the world-wide leader for delivery of transportation solutions for complex events. TMS also provides emergency evacuation support for FEMA and state governments. This candidate should have a good understanding of the intricacies of transportation and experience with the technical requirements relating to the government and FEMA.

Summary:

Responsible for writing specific technical and general responses for government transportation request for proposals (RFPs), as directed by Senior Management

Responsibilities:

·         Receive, review, and develop proposal assignments in an organized and comprehensive manner that best answers the customer’s needs against the competitive situation and TMS guidelines

·         Utilize government terms and language where appropriate when creating the proposal

·         Submit detailed proposal outlines to Senior Management with questions and interpretation to be assigned to TMS Subject Matter Experts

·         Work with SMEs to incorporate their opinions and expertise into proposal text

·         Maintain strict compliance with and relating to Business Ethics and Code of Conduct in addition to the specific procurement regulations established by the Federal, State, and Local government

·         Approach the project with a time line in order to meet the deadline

·         Correct and create any adjustments to the proposal as requested by the client

·         Generate internal proposal schedule, and track proposal response to conclusion

·         Review, Analyze, interpret technical requirements, to include RFPs, RFQs to gain a thorough understanding of the audience, situation, and objectives of each solicitation, and when necessary, communicate that information to others.

·         Performs final publishing, editing and coordinates with graphics staff for all required products to be included in the proposal.

·         Translates technical information into meaningful customer information

·         Attends Pre-proposal conferences for opportunities as required.

·         Any other additional tasks for the TMS business

 

Qualifications/ Requirements:

Ability to perform job in a timely manner; capability to maintain confidentiality; ability to work as a part of the TMS team; verbal communication; exceptional use of grammar; ability to work under a budget; must be able to work in a fast paced environment with demonstrated ability to juggle multiple tasks and demands; exceptional analytical and problem solving abilities; ability to interact and communicate with all levels of the organization; ability to work independently with minimal supervision; excellent writing skills for both technical and marketing-focused content; ability to conduct research and generate original content.

Education/ Training/ Experience:

·         College degree or equivalent demonstrated experience

·         Minimum of 3 plus years of writing and proposal development

·         Demonstrated Federal, State, or Local Government proposal experience

·         Department of Defense (DoD), Department of Homeland Security (DHS), FEMA, EMS or Department of Transportation (DOT) knowledge is preferable

·         Excellent computer skills and proficiency in Microsoft Office applications to include Word, Excel, and Power Point

·         Experience with Adobe programs; Acrobat, Photoshop and Illustrator

·         Understanding of GSA Schedule as it relates to RFP/RFQ responses, and labor categories.

·         Understanding Government Statement of Work (SOW), as it relates to RFP/RFQ and labor categories.  Provide Estimates using the SOW and GSA labor category rates

·         Familiar with NIMS (National Incident Management Systems)

·         ICS certification is ideal

·         Military background a plus
