Job Description:

The Telecom Real Estate - Relationship Manager / property manager coordinates business development activities – assisting Market and Network Planners to assess demand and cost elements tied to Level 3 network expansion projects and is responsible for facilitating the building-level marketing and property-owner relationship tasks associated with construction projects for Level 3-served customer properties, ensuring that project goals are met within predetermined time frames and budget parameters.

Day-to-day responsibility to monitor and assist all major construction project related activities, problem solve with other departments (i.e. network, construction, marketing, corporate real estate, sales, contractors) and assist management to resolve complex problems, identifies bottlenecks and roadblocks and initiates corrective action. Manage inter and intra departmental communications and activities to solve problems and ensure timely execution of Level 3 enterprise product and service offerings.

Ensure that a high level of customer satisfaction is achieved by coordinating all projects from planning to implementation to project completion, keeping all parties informed, including the external customer.

Essential Job Functions:

* Review project proposals with supervisor to determine tasks, goals, time frame requirements, funding limitations, procedures, and resource allocations.
* Project Manager – Property Administrator serves as point person on all commercial network expansion projects whose objective is to bring Level 3 products and services into a customer location (Business Park, high-rise or single-tenant commercial property).
* Construction projects can be major customer projects (carriers, wholesale, Enterprise), new initiatives such a plant extension and system upgrades meant to bring new services into a location.
* The Project Manager-Property Administrator will also coordinate Level 3’s post-construction tasks – including coordination of Business Access Agreements with the Telecom Real Estate group, scheduling of marketing and Level 3 product awareness activities as well as ensure that Level 3 sales teams are aware of the serviceable status of each building.
* Common project attributes shall include: project KPI deliverables (cost and schedule), projects are reported in a consistent and regular fashion and jeopardizes are addressed in timely fashion as to not significantly impact project deliverables in a negative fashion.
* Appraise supervisor and peer department leads on issues that are impacting project timelines or deliverables. * Prepare performance metrics (weekly, monthly, quarterly, yearly) to allow for comparison to predetermined goals and objectives. Prepare status reports and analyze data to make recommendations to supervisor and senior management and end-users. Continually develop new standards, tools, processes and promote regular communication throughout the organization in regards to key initiatives. Ensure that Divisional and Regional leadership team is aware of project status and risks.

Job Requirements:
Bachelor’s degree in a related field or equivalent experience. Masters Degree preferred.
* 5-7 plus years of project management experience within a matrixed organization.
* STRONGLY Prefer experience in Telecommunications.
* Current PMI certification is desired.
* Practical understanding with business case creation, funding activities and downstream implementation mechanics.
* CLEC / LEC experience involving market turn-up, new product introduction, MAN construction, lateral builds, collocation, and augmentation processes.
* Proficient with KPI reporting metrics that effectively measure project and related financial performance.
* *Experience with mapping software and/or map info or similar systems.
* Proficient at defining and implementing new business process improvements and related tools to increase measured performance.
* Proficient in managing several projects simultaneously

* Experience with product roll outs
* Experience in contract negotiations
* Marketing and promotional planning experience
* Experience handling complex customer projects
* Experience working with all levels of management, suppliers, and customers.
* Ability and desire to work in a fast-paced, multi-tasking environment
* Ability to identify critical path jeopardy issues and uses creative problem solving techniques to resolve the jeopardy.
* High proficiency with Microsoft Excel, Access and PowerPoint. In addition, expert level experience with Microsoft Project.
* Ability to work with minimal supervision, applying one’s own techniques and initiative to develop or enhance processes and procedures.
* Excellent communication skills – both written and verbal – are imperative. The position requires at least 50% communication to gather and report status in a detailed, yet succinct manner and to identify details sufficient to understand problems and to delegate their resolution.
* Ability to assume responsibility for project assignments and position recurring workload. Must be able to maintain a productive and proactive work style.
