Tender and Project Sourcing Leader/Buyer
Function Description
Purpose:
Coordinates all sourcing activities related to Tenders and Projects in order to allow to competitive bidding and on-time deliveries for projects.
Acts in line with Commodity strategies and promotes co-design and early supplier involvement
.
Manages all the purchasing on site.
Objectives:
For each Tender / project:
Ensure convergence of Sourcing Commodity strategies with Tenders / Projects
Manage sourcing QCDP commitment into Tender / Projects
Develop network with Tender Project organization in order to anticipate sourcing needs allowing competitive bidding.
Measurement:
Sourcing Plan validation
ASIP savings + ambition coverage
On time deliveries for projects
Responsibilities:
Pilot all sourcing activities for Tenders Projects in UTR (global coordinator as lead unit or local pilot as participating unit)
E
nsures proper execution of sourcing needs of project Q, C, D
Defines Sourcing Specific
and BtB contractual conditions
Organizes the interfaces between Sourcing and Project
Workpackage Owners (Engineering, Project Material Controller, Installation Managers, …)
Ensures that all project contacts with supply markets are channelled through sourcing or that sourcing is kept informed in case of minor contact
Takes part in supplier selection= In line with Sourcing Commodities Strategy
Sourcing representative for
Project and Gate reviews
Review by delegation of Project Manager the sourcing WP reports (gaps, S.A.M.P., R.A.M.P.,..)
Coordinates Sourcing activities with the ‘subcontractors’ upon delegation of Project Manager
Overlooks supply chain procurement deliverables
Is the Sourcing Representative in the Technology Transfer Team
Provides return of experience to platform and anticipates sourcing needs for future tenders.
Manages main general expenses on site
Requirements
Bachelors or equivalent in Engineering, business management or purchasing (BAC+5).
Minimum of 3 years experience in supplier negotiation for industrial goods.
Operational dealing within projects in sourcing, engineering or commercial.
Excellent communication skills (written + verbal – English and French)
