Role:
Training and Competence Manager
Purpose of the role:
Accountable for the design and management of the training and competency scheme for all Approved Persons, including Significant Influence Approved Persons (SIAP). The role is to ensure that the scheme and related policies and procedures are aligned to current and expected regulatory change whilst also proactively driving continuous professional development for Approved Persons and SIAPs.
Ensure reporting exists to evidence the effective operation of the TC scheme to internal and external stakeholders.
Complete the development phases of this role utilising Group and industry recognised project management disciplines, evidencing decisions and progress to completion.
Deliverables:
- Accountable for the design, documentation and on-going maintenance of an industry leading TC Scheme for all Approved Person and SIAP roles. Ensure that the scheme remains compliant, efficient and supportive of a continuous professional development programme for all relevant roles.
- Recognised as a leading expert in Training and Competence, providing guidance to Senior Management and Approved persons at all levels. Also responsible for anticipating industry and regulatory change thereby enabling the business to embed change in a professional and timely manner..
- Accountable for the development and roll-out of effective training tools to support Approved Person Continuing Professional Development programmes. Also to implement and oversee effective use of on-going competence record keeping and recognised professional bodies.
- Responsible for ensuring compliant records management processes exist for all TC records to support evidence of scheme adherence by all Approved Persons and on-going staff competence. Accountable for escalating any breaches relating to the scheme to the Head of Assurance and Management and Regulatory Risk.
- Responsible for approving the design of staff supervision methods for Approved Persons and ensuring that record keeping processes adequately evidence effective supervision and actions taken to enhance skills gaps.
- Accountable for analysing available professional qualifications and courses and their applicability to roles to ensure the highest standards of professional education and training are maintained for Approved persons.
Experience:
- A detailed understanding of Training and Competency regulations and related industry practices
- An in-depth understanding of the responsibilities and processes within Approved roles
- A thorough understanding of industry qualifications applicable to Approved Persons
- A detailed understanding of the record keeping requirements and available supporting tools to evidence scheme compliance.
- Other Significant Role Requirements:
- Strong interpersonal skills to support ongoing business and risk function engagement.
- Ongoing strong stakeholder management within the business area, risk functions and other Assurance staff.
- Strong presentational skills to support occasional staff briefings
Scope of Role:
All Approved Persons and SIAPs within the UK Products, Servoces and Marketing business.
Co-ordination with UK Training and Competence Manager as appropriate to ensure maintenance of common high standards in the Coutts UK business.
Technical Knowledge:
A detailed understanding of the FSA Sourcebook, particularly in relation to Training and Competence
An in depth understanding of portfolio management and dealing activities and the required elements of supervision.
