Training and Development Manager

The Department of City Planning (DCP) is seeking to fill a new position focused on the development of strategies for professional development and growth throughout the agency. For the last year, DCP has been engaged in a large‐scale reform to streamline its core operations. This effort has highlighted the need for DCP to effectively use employee skills, provide training and development opportunities to improve those skills and proactively manage its human capital. Reporting to the Director of Human Resources, the Training and Development Manager will work with the Human Resources team, the Business Process Reform team and the Executive Office to develop and implement strategies for the long‐term planning and integration of human resources development into the agency. This is a leadership position that will provide a motivated individual with opportunities to participate to a

major change effort and be an essential partner in developing tools to effectively manage the agency.

 

Responsibilities:

·         Identify training and development needs for agency staff at all levels. Develop and recommend training programs that include internal and external courses, conferences and on‐line learning resources. Identify skill development opportunities, and create professional development plans for individuals and teams.

·         Design and coordinate the implementation of agency training programs including: needs assessment, learning objectives, training content, training materials, presentation and training program evaluation. Develop and organize training manuals, multimedia visual aids, and other educational materials. A key training focus will be Leadership Development content.

·         Identify and/or develop online training content and courses. Utilize alternative learning methodology, new approaches and training techniques.

·         Recommend and develop training strategies to support staff in pursuing particular learning paths relevant to their work.

·         Train managers and staff in performance evaluation procedures and the related creation of individual

·         professional development and training plans. Monitor compliance with performance evaluation timelines, and develop new methodologies for improving and conducting performance evaluations.

·         Manage and conduct orientation sessions, and arrange on‐the‐job training for new hires.

·         Develop and provide individual or customized training plans requested by individuals including preparing learning objectives, designing course content and materials, evaluation tools and identifying courses.

·         Consult with managers and supervisors to identify training needs for staff. Personally present and/or oversee the presentation of materials.

·         Draft, recommend and implement policies, procedures and processes pertaining to training, conferences, level of funding, travel, paid travel time, and other issues as they arise pertaining to the training and development.

·         Identify and negotiate with external service providers capable of developing and presenting training materials that are consistent with agency objectives. Monitor the effectiveness of training services provided.

·         Manage the development and use of a skills, training and development database based upon employee survey and management needs.

·         Track the agency’s annual training budget in consultation with the Fiscal division.

·         Train supervisors in techniques and skills for training, evaluating and counseling employees.

·         Regularly report to Executive Office on key management metrics.

 

REQUIREMENTS:

·         Experience planning, developing, conducting, and evaluating a training/employee development program.

·         A baccalaureate degree from an accredited college and four years of professional experience in one or a combination of the following: management or methods analysis, organizational research or program evaluation, personnel or public administration, staff development, program planning/evaluation, or in a related area. 18 months of this experience must have been in a managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above. A master's degree from an accredited college in public administration, human resources management, organizational behavior, personnel administration, labor relations, or a closely related field, may be substituted for up to two years of satisfactory full‐time professional experience.

 

PREFERRED REQUIREMENTS:

·         Bachelors degree in training and development, curriculum development, or instructional design OR post-secondary education, adult education, workshop/seminar planning or development with at least four years experience.

·         Two or more years experience as a manager of a training team and program. Proven experience in planning, developing, conducting, and evaluating training/employee development/educational programs, classroom and online training courses.

·         Extensive use of Microsoft Word, Excel, Access, PowerPoint.

·         Experience in leadership training development courses for all levels of management.

·         Experience in all levels of course development and design, from onboarding to executive level training.

·         Experience developing and managing an online Learning Management System.

·         Strong problem solving skills

·         Strong interpersonal skills and ability to communicate with employees of all levels.

·         Ability to work in teams.

 

CIVIL SERVICE TITLE: ADMINISTRATIVE STAFF ANALYST, M1

SALARY RANGE: $65,000 to $85,000.
