Description:  The Training Specialist is responsible for developing and documenting a sustainable training strategy in support of the deployment and operation of PM DoD Biometrics systems. Elements of that task include observation and analysis of existing biometrics training in support of current systems, identification of training needs and target audiences, recommendation of approaches and delivery strategies that can be used or adapted for the current systems and future enterprise systems.

Proactively seeks out new learning approaches and delivery methods in support of existing and future PMO systems. Provides training oversight and guidance to PMO Biometrics Mobile Training Teams in terms of priorities and standards. Observes and evaluates PMO training. Provides input to training development efforts. Provides assistance in progam planning for training support.

Participates and provides training input to the Logistics Working Level Integrated Product Team (WIPT) as required. Coordinates with other Army and DoD agencies and organizations involved with biometrics training. Represents PM DoD Biometrics at training-related meetings. Provides input to the proponent school and other training organizations relative to biometrics training, such as the System Training Plan (STRAP). Represents PM DoD Biometrics at ARFORGEN Conferences in support of pre-deployment plan and support for biometrics training efforts. Plans, supports, and evaluates training development efforts. Assists in the development of Material Fielding Plans by developing and coordinating New Equipment Training (NET) schedules in support of new equipment fielding initiatives.

Conduct research, gather information and analyze a variety of data. Identifies and prioritizes training needs, programs or strategies in order to offer high quality training and state-of-the-art instructional and measurement techniques and subject matter to ensure training efforts are maximized. Develops additional research instruments, questionnaires or surveys to provide the methodology to collect information to determine training needs and trends. Determines the effectiveness of learning resources, training programs and delivery methods and techniques in meeting identified needs of individuals and groups. Evaluates program performance and learning objectives to determine their effectiveness in providing standards against which program content/curriculum and delivery may be measured for effectiveness of training. Writes and publishes training materials or staff studies to assist in design, development and documentation of agency training standards, strategies and activities; reviews and supervises the production and distribution of training materials.

Remains current in job specific procedures through professional development courses and organizations, or training networks. Attends, coordinates or facilitates meetings of trainers, or subject matter experts from various PMO functional areas to review the effectiveness of past programs and solicit information to identify future training needs and contemporary subject matter. Consults with training facilitators to monitor training activities, project issues, needs and requests. Prepares summary training reports for management on the effectiveness of course instructors, training methodologies, quality of course content, program delivery or statistical data. Identifies liability risks in training programs and provides information on proven strategies, programs and documentation to aid in risk management and prevention. Briefs management on existing and proposed training programs to ensure the expectations and the needs of the project are met.

Update and implementation of the PMO Training Management Plan. Evaluations/summaries of biometrics training events, Training plans Reviews of training materials, MOAs with supporting organizations, Draft SOW for contracts support to training, Presentations on biometrics training at events/meetings/briefings.

Special Qualifications:

Strong background and work experience in the

ARFORGEN process, Army Systems Approach to Training (SAT), Instructional analysis, design, development, implementation and evaluation experience required. Strong organizational, writing and presentation skills, strong skills with MS Word, MS PPT, and MS Excel required. Very strong organizational skills required. Ability to work with little or no supervision required. Bachelor's Degree in related field, with at least six (6) years of recent and related work experience required. Army training experience with TRADOC, CASCOM, Mobile Training Teams, or Material Fielding Team highly desirable. Knowledge of DoDD 5001. Seires regulation highly desirebale.
