We have an opportunity for a Transition Manager/Energy Survey Analyst with excellent quantitative, analytical and communication skills to support complex survey data collection and report operations in a fast-paced, federal government work environment. In this position you will be responsible for:
- Leading a team of analysts located in Dallas, TX and Washington, DC in the successful publication of the reserves and production report.
- Coordinating the transition of reserves and production report process from Dallas, TX to the Washington, DC office
- Learning the business processes of the report team, including ad hoc processes and reports
- Determining the documentation requirements and working with the incumbent staff and technical writer to document processes and procedures
- Facilitating the knowledge transfer from Dallas to Washington
- Establishing processes and procedures for future implementations
In addition, will support collection and analysis of data as part of an annual official national energy survey, which includes:
- Reviewing data edits to ensure accuracy of the reported data
- Correcting and recording omissions, errors, or inconsistencies found
- Communicating with the reporting entities to verify reported data where applicable
- Tracking dynamics affecting reserves and production
- Performing data aggregation, validation, research and analysis to investigate and resolve data anomalies
Must be able to travel during project transition period (approximately 2-3 months- through February 2012).
Required Skills:
- Must be proficient in all Microsoft Office products to include: Word, Excel, PowerPoint and Outlook.
- Must have excellent oral and written communications skills.
Required Experience:

Education
- Bachelor's degree in Petroleum Engineering, Engineering, Economics, Math or a related field
Experience
- Two – five years of experience in the oil and gas industry, ideally as a petroleum industry analyst working with state and local industry representatives with demonstrated analytical capability in oil and gas production and reserve data programs in the energy industry.
- Seven years experience managing projects with multiple time-critical deliverables. Experience with project planning; budgeting and cost monitoring; quality surveillance and problem resolution; on schedule delivery of products and services and activity status reporting; and staff recruiting, hiring, and staff development.
- Experience with transitioning a project to a new geographic location. Experience planning knowledge transfer, when required, and maintaining the operation of the project during the transition period.
