Transmission Project Manager Job in Vancouver, Washington US
David Evans and Associates, Inc. is currently seeking a Senior Project Manager to support our onsite project team for our client in Vancouver, WA. The Project Manager (PM) is responsible for managing System Control/Communications/Relays (SCCR) type projects from their inception to conclusion. SCCR projects can include; metering, remedial action schemes, transfer trip, relays or telecommunications. The Project Manager plans, directs, and coordinates activities for a designated project to ensure that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters.
The Project Manager is a position requiring two or more years of demonstrated project management experience related to some or all of the SCCR type work described above, using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans for large-sized projects (more than $2M lifecycle cost).
The candidate will not have any supervisory authority over federal employees. All personnel issues with regard to employees and contract workers are referred to the Transmission Project Management (Code TEP) Manager. The TEP SCCR Team Lead or designee will provide guidance, establish project expectations and set timelines concerning specific project deliverables.
Position Responsibilities include but not limited to the following:
- Be responsible for the overall success of the project.
- Establish and obtain approvals for the project plan.
- Facilitates building and coordinating an effective team and allocates team members to project tasks.
- Requests resources provided by the performance managers.
- Resolves resource allocation issues with business units and performance managers.
- Lead the project team through the project management process (creating and implementing the project management plan).
- Schedule and facilitates team meetings.
- Oversees the implementation of the project on a daily basis (may include multiple projects) with regard to time, budget, schedule and quality.
- Facilitates and monitors the budget for the project (monitors project funding and overall budget).
- Facilitates project requirements, milestones, and project expectations.
- Oversees and monitors the project schedule.
- Allocates time in the project plan for the project team to attend all recommended training.
- Coordinates activities of sub-teams.
- Anticipates and identifies areas of risk.
- Maintains issue, risk, and/or action logs.
- Develops contingency plans to manage risks on an ongoing basis. Project Manager must take a pro-active stance on risk management.
- Issues regular status reports.
- When necessary, participates in monthly project manager meetings
- Maintains consistent communication with the project sponsor, performance managers, and clients on the progress of the project versus the plan.
- Removes obstacles or works with the sponsor or performance managers to remove obstacles so that the team can complete the project.
- When necessary, pursues authorization for changes to the project scope, cost, schedule, or performance.
- At project close-out, issues the final report including project “lessons-learned”.
- Other project related duties as assigned
Note: Contract workers may not manage BPA employees or other contract workers, nor can they authorize expenditures. These functions are specifically assigned to BPA managers or individuals with appropriate purchasing authority. The contract PM’s role will be to facilitate or request these decisions and assignments.
