Treasury and Capital Accountant
This public services organisation near Portsmouth is seeking a Treasury and Capital Accountant. The job is to act as the lead accountant on the provision of technical financial accounting including accounting and financial standards and the technical expert in terms of public service financing including resource planning and forecasting for Capital and Revenue. You will also act as the lead accountant on Capital Programme planning; Funding; Monitoring and Accounting; Treasury Management
You and the line manager will agree how the job will be delivered but these are the key accountabilities that will form the basis of regular performance management reviews;
· Be involved in developing a comprehensive Corporate Accountancy work plan and monitoring performance against the task completion objectives and time scales
· To provide technical accountancy support on accounting standards and practices to Principal Accountants, Corporate Accountancy Team Leader and Service Manager-Finance
· To develop the organisations medium term Financial Strategy and develop high level budget forecasts
· To be responsible for the maintenance of Fixed Asset Register and accounting for capital expenditure.
· To continuously review, develop and improve relevant practices and procedures in relation to Technical, Treasury and Capital Programme activities
· To be responsible for the organisations Treasury Management and Banking arrangements function in accordance with Financial Regulations, CIPFA Code of Practice on Treasury Management and the Councils Treasury management policies and strategies
· Ensure the completion of high level budget and capital statutory and statistical returns and questionnaires
You will be ACA, ACCA, CIMA or CIFA Qualified with considerable breadth and depth of experience of working in Public Services finance and with substantial experience of preparing Annual Accounts. You be IT literate with strong spreadsheet skills, possess very strong analytical skills and have the ability to see the broader picture. You will have highly communicative and able to problem solve.
