Turnaround (TAR) Performance Manager Job in Texas City 77590, Texas US

To provide leadership to and management of the TAR Performance Team in order to drive improved performance of the entire TAR organization through (1) development and implementation of meaningful and accurate performance metrics, (2) development of BP resources with core competencies in planning, scheduling, estimating, and cost control, and (3) development, training and assurance on Front-End Loading (FEL) processes as guided by the BP Refining Turnaround Common Process (TCP)
* Drive and assure the consistent implementation of the TCP through all phases of TARs
* Establish and implement consistent utilization of rigorous KPIs to improve FEL and Execution performance
* Develop and maintain the 3 10 Year TAR Plans with input and alignment from all key stakeholders
* Define key deliverables, develop templates and training, and provide quality assurance for effective TCP implementation
* Define resource needs and develop required BP resources with core competencies in estimating, planning, scheduling, and project controls
* Define and drive continuous improvement process throughout the TAR organization. Identify gaps in competency and provide training as required.
* Drive contractor performance improvement and maintain a clearly defined contracting strategy in coordination with PSCM in providing optimum benefits for the site
* Coordinate development and clearly document high level business case and strategy for all unit TARs with input and alignment from all key stakeholders
* Manage TAR budgeting, cost reporting and forecasting processes to provide accurate and timely data
* Minimum of a Bachelor's Degree in Engineering or related discipline
* Minimum 10 years experience working in a petrochemical or manufacturing environment

* Minimum of 8 years of relevant (shutdown, outage, turnaround, project) experience in a wide range of complex operational, maintenance, engineering, or project situations

* Strong understanding and capability associated with project management, controls, contract/procurement strategy development, front-end loading and execution strategy development/dependencies (w/ maint, insp, ops, project, commercial)

* Business case capability of a project leader. Strong leader with demonstrated track record of working across organizational boundaries to enroll and energize a teams to deliver.
