Responsibilities Based in a corporate or district office, the Vendor Surveillance Agent supports the Procurement Shared Services Department in the implementation of Kiewit Industrial Group (KIG) procurement quality procedures. The Vendor Surveillance Agent s primary responsibility is to assure that materials and plant equipment purchased for KIG projects meet or exceed our customer s expectations. The Vendor Surveillance Agent also assists in ensuring the subcontracts or corporate agreements for goods and services meet KIG quality standards and customer s expectations. ESSENTIAL DUTIES AND RESPONSIBILITIES include, but is not necessarily limited to the following: - Assists Procurement Quality Manager in planning, directing, and managing the procurement activities of the Kiewit Industrial Group Procurement department. - Have a thorough knowledge of KIG s quality procedures and documents. - Have a thorough understanding of power generation equipment related to the manufacture, fabrication, testing, and functionality - Promote and maintain effective communications with the KIG Procurement Department and with district and project procurement and quality personnel as needed. - Assist KIG Procurement in Supplier/Subcontractor prequalification by providing input on the candidate s quality program, experience and reputation. Perform prequalification shop inspections and audits as necessary. - Review/approve Request for Proposal (RFP) documents to assure all owner and jurisdictional quality specifications and requirements are included. - Review Supplier/Subcontractor proposals for adherence to RFP and contract quality requirements. - Review and approve Supplier/Subcontractor quality program manuals, procedures certifications and forms. - Provide input on Supplier/Subcontractor lower suppliers and subcontractors quality program, experience and reputation. - Provide technical support to KIG Procurement regarding contract and proposal quality requirements and implications. - Develop Inspection Test Plans for suppliers and subcontractors and perform and/or coordinate shop surveillance and inspections (FAT, etc.). Provide support to districts and projects in overseeing subcontractor quality as needed. - Review Supplier/Subcontractor NCR s and assist in developing corrective action plans. Approve final disposition and sign off. - Expedite, review and approve supplier/Subcontractor quality documents and assure they get to the project teams as needed including CMTR s, installation storage and maintenance manuals, quality manuals, shop drawings, etc. - Provide final quality acceptance for work or materials performed on or delivered to the projects. (punch list as needed) - Assure all quality documents and acceptance is in place prior to release of retention and final payment to suppliers and subcontractors. - Provide input to KIG Procurement in rating the overall quality performance of suppliers and subcontractors. Conduct Audits as needed. - Assure quality procurement lessons learned and best practices are captured and incorporated. - Provide training and supervision to other Procurement Quality staff as needed and support District and Project Quality personnel in all procurement quality activities. - Highly skilled and experienced in written and verbal communications to include presentations to high level project and corporate management. - This position may require up to 50% travel. EDUCATION and/or EXPERIENCE A four-year engineering, science or technical college or university degree plus eight years experience in a related construction field (at least four of these years in a project quality or procurement quality management position or Procurement experience with power plant equipment); or an associate degree in engineering technology or science plus ten years experience in a related construction field (at least four of these years in a project quality or procurement quality management position); or a high school diploma or equivalent (GED) plus twelve years experience in a related construction field (at least six of these years in a project quality or procurement quality management position) is preferred. Must have a broad working knowledge of all craft disciplines and plant equipment/materials associated with industrial projects and must be familiar with their associated special processes, inspection, and testing techniques. Must be familiar with industrial procurement and vendor surveillance procedures as well as working knowledge of construction industry codes and standards (ACI, AWS, ASME, NEC, etc.). - Be detail oriented, - Flexible and highly motivated, - Have a strong work ethic and professional demeanor, - Effective time management and organizational skills, - Ability to perform multiple tasks efficiently and accurately, - Excellent interpersonal, written and verbal communication skills, and - Must be team player but able to work independently, to meet intense deadlines, goals and objectives.
