DBS Group is a large regional bank operating in many overseas location and active in many businesses with their suite of products and services. There has to be a strong financial control environment within the bank with adequate and effective financial control processes and reporting to ensure the integrity and accuracy of the financial statements of the bank. The Control function within Group Finance owns and drives certain financial control processes across the bank and across the Finance functions in the locations. An experience VP level staff is needed to lead this regional role.
Responsibilities
- Take ownership and drive the General Ledger Account Ownership (GLAO) policy to ensure that the GLAO processes are effective and in line with Group GLAO Policy in Singapore and across BU / SUs and locations, analyses, reporting and effectiveness globally. This requires close partnership with the respective BU / SUs.
- Ensure timely / accurate reporting and analyses of monthly GLAO results across locations and BU / SUs.
- Conduct GLAO Quality Assurance Reviews, Deep Dives and Training on the GLAO process.
- Take ownership and drive the Manual Journal Entries (MJE) policy, processes and effectiveness globally. Implement MJE controls and initiatives globally, working in partnership with BU / SUs.
- Review location Quarterly Financial Control Metrics.
- Perform and manage the Unit Operations Risk Manager (UORM) role in Group Finance. This includes Control Self Assessments (CSA), Risk Events Reporting, Key Risk Indicator (KRI) tracking and reporting, ORM KPI.
- Perform and manage the Business Continuity Manager (BCM) role in Group Finance. This includes review of Business Impact Analysis (BIA), Business Continuity Plan (BCP) and conducting mandatory BCP exercises.
- Provide Leadership to a regional team of Finance Control staff located in each major overseas location.
- Be an advocate of a strong financial control mindset and financial control environment in Finance and BU / SUs. Provide advisory on financial control policies and processes.
- Monitor and report on the progress of resolution of Group Finance audit points from internal and external Audit, and Regulators.
- Partner other BU / SUs to understand developments in control policies and initiatives and implications for Finance. Provide inputs from the financial control perspective.
- Investigate, resolve and share financial control issues and lessons learned globally.
- Analyse the financial control metrics, audit reports, control self assessments to determine if they indicate certain trends in the control environment. Play a key role in assessing the control environment in the Finance function globally. Propose action plans where required.
- Partner with the Accounting and Operations Standardisation Team (AOST) to improve and standardize GLAO and MJE policy, processes, training and documentation.
Requirements
- Accounting / Finance Degree.
- At least 10 years of work experience in finance, audit, controls, or operational risk management, preferably in a bank / financial institution / Big 4.
- Demonstrate a strong control mindset when analysing processes and procedures
- Able to work independently and under tight timelines
- Excellent communication and analytical skills. Able to distill and frame issues clearly to senior management
- Able to work well with people across different departments, locations and at different levels of seniority.
- Able to flesh out how to operationalise ideas and concepts.
