Vice President for Human Resources

Under the direction of the Superintendent/President, the Vice President for Human Resources is responsible for the overall planning, supervision and coordination of the District’s Human Resources office, which includes all personnel recruitment, hiring, evaluations; labor negotiations; dispute resolution; litigations; equal employment opportunity programs; health and welfare programs, and other related operations, programs and functions.

Additionally, the Vice President must demonstrate the following abilities:
Administrative leadership for the Human Resources Division including oversight and direct involvement in recruitment and selection procedures, employee discipline, EEO, classified/academic/administrative evaluations, reclassification, employee grievances, complaints and investigations, and related functions. Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college employees and students. Knowledge of Human Resources functions and operations including state and federal laws.

RESPONSIBILITIES: Provide administrative leadership and supervise implementation of the College District’s personnel objectives and operations goals related to the instructional programs, student success and college operations. Provide oversight for Staff Development programs including training and direction to administrators and supervisors in interpreting and compliance with negotiated employer/employee agreements. Provide leadership in disciplinary actions and grievance resolution. Develop, implement and evaluate plans, policies and procedures for the College District. Oversee the preparation of materials and reports for the Governing Board. Demonstrate knowledge and expertise in interpretation and implementation of contracts, personnel protocols and best practices. Serve as the District’s Chief Negotiator in contract negotiations with California School Employees’ Association and Southwestern College Education Association, and participate in the meet and confer using the Interest Based Bargaining process. Advise the Superintendent/President on personnel matters including hiring, termination and non-renewals. Advise the Superintendent/President and Governing Board, in consultation with legal counsel, on worker compensation and other personnel matters involving litigation.

Requirements:
An earned Master’s Degree in any academic area, OR the equivalent OR possession of a valid California Community College Supervisor Credential. A minimum of three years increasingly responsible human resources administrative experience, including managerial and supervisory experience.

DESIRED QUALIFICATIONS:
Earned doctorate from an accredited institution is desirable or a master’s degree with major experience in personnel management.

Experience in collective bargaining using a collaborative approach to negotiations, contract administration, employee relations, and discipline and grievance. Knowledge of California and federal laws and regulations related to education in general and community colleges specifically. Experience developing institutional policies and implementing procedures related to Human Resources, equal employment opportunity, and other related issues. Demonstrated ability to communicate effectively, both in writing and orally. Ability to conduct effective investigations, including presentation of findings to the Governing Board, hearing officers, and mediators. Demonstrated experience in performing administrative responsibilities that ensure accurate, timely and professional responses by Human Resources to the District staff and community. Experience making public presentations. Ability to demonstrate understanding of and/or experience in the global marketplace, specifically the U.S./Mexico and Pacific Rim Regions. Knowledge of California Education Codes, Academic Senates, and the shared collegial consultative decision-making process.

SALARY AND BENEFITS:
The salary range from $122,040 - $150,072, plus $2,000 for earned doctorate. A standard medical and fringe benefit package is available.
