Vice President, Government Health IT Infrastructure Job in Chicago, Illinois US
The Vice President, Government Health IT Infrastructure ("individual"), will have accountability for creating a vision for HIE, Data Warehousing and claims platforms that serve the Government market. The individual will serve as the market group's lead technology visionary and have responsibility for defining roadmaps, leveraging Optum-wide systems, and assuming leadership in planning and decision making as it relates to Health IT Infrastructure across government health programs. The individual will proactively promote and monitor product/solution performance, constantly working to increase revenue, customer satisfaction, and the overall OptumInsight footprint in the marketplace.
The individual will be responsible for working with key business partners (e.g., sales, product management, marketing, technical engineering, operations, consulting) to develop and launch new products/solutions and increase the profitability of existing offerings technology leadership to accomplish business goals.
The Vice President, Government Health IT Infrastructure will ensure best-in-class products/solutions through identification of current and future product strategy and market requirements by coordinating market research, competitive analysis, and capturing requirements from customers and prospects. The ideal candidate will have health care industry experience and the state Medicaid market, specifically. The individual will create passion, excitement and results in others; speak at client, sales and industry conferences; and is acknowledged as the product thought leader by the market. This individual will be able to clearly communicate product value and benefits to customers, prospects, and partners.
General Statement of Responsibilities:
- Be responsible for developing specific product capabilities/solutions which can be sold to, implemented for (and/or operated by UHG companies on behalf of) government health programs interested in establishing and deriving value from our capabilities. These capabilities/programs will distinguish OptumInsight as a trusted provider of value-added data analytics and business intelligence solutions and facilitate revenue growth in the Government market segment.
- Foster internal and external partnerships to articulate and deliver products/solutions that help clients meet business goals. Improve OptumInsight's ability to compete and excel in delivering exceptionally high quality services to Medicaid agencies and other government health programs by enhancing relationships within the Enterprise Services Group and partnerships outside UHG.
- Proactively promote and monitor product/solution performance.
- Work to increase product success (revenue/IOI), utilization, quality, market presence, and customer satisfaction.
- Ensure best-in-class products/solutions through identification of product strategy and market requirements by coordinating market research, market trends, competitive analysis and capturing requirements from customers and prospects.
- Report to the Chief Operating Officer and participate regularly as part of the OptumInsight Government leadership team.

Grow the business:
- Work closely with the Product Management organization to identify opportunities for new solutions by analyzing customer requirements, public sector market trends and competitive gaps.
- Direct/develop the business cases for new solution and work with key business leaders and partners to realize these.
- Research and analyze cross-industry best practices to continually shape and improve Government product position and offerings. Analyze the marketplace, customers, and competitors to determine the right capabilities and value to bring to the market. Keep the Government leadership team apprised of market trends and serve as visionary for expanding market share.
- Identify best-of-breed companies as potential partners and/or vendors to elevate products and service offerings. Continue to build the Optum brand externally.
- Work closely with Product Management to ensure regular updates to the product roadmap and identify new solution requirements/opportunities.
- Work with Product Management throughout the Product Lifecycle Management (PLM) to ensure consistency with the strategic vision and market/customer requirements.
- Support sales, in the development of proof of concepts, demos, pilots, etc.
Manage the business:
- Monitor and analyze solution sales performance and new product adoption in the market place.
- (Directly and indirectly) manage the staff and budget required to complete a broad range of complex projects in a timely and cost-effective manner and meet the stated business goals related to product/solution success.
- Solicit client feedback regarding product performance and need. Work with Sales and Account Management teams to develop strategies that increase the number of new clients and renew existing client relationships.
- Collaborate with appropriate marketing, sales, and product business partners to develop marketing and competitive analysis.
- Work closely with key business partners to develop go-to-market strategies, pricing, launch plans, PR/communication plans.
- Develop and implement Client Advisory Board Programs.
- Provide trend analysis and provide recommendations regarding strategy and solution development processes.
- Recommends methods for conflict resolution and removing issues between business stakeholders
- Ensure that quality and performance standards are established and measured with improvement goals developed. Develop implementation processes that are repeatable.
- Implement and manage rigorous, but timely and efficient work processes for developing, documenting, prioritizing, testing, and measuring the results of emerging solutions in anticipation of, and in response to, customers' stated needs.
- Ensure that proposed initiatives are well vetted with the Government operations, sales, and product management teams, as well as matrix partners who will fund, sell and implement them.
- Archive relevant information about successful initiatives and capabilities so they are readily available for proposal preparation (and other business development activities).
- Participate in capital, operational and budget planning.
- 15+ years experience leading large scale internal healthcare technology projects/programs
- 10+ years healthcare background with extensive healthcare operations knowledge and experience including claims, service, network, eligibility, etc.
- Professional Services Consulting experience highly preferred. (Big 4 or Large Consulting Organization experience preferred)
- 10 + years enterprise project/program management experience required
- Experience delivering exceptionally high quality services to Medicaid agencies and other government health programs is strongly preferred.

- Undergraduate Degree or equivalent experience
