Vice President – Regional Payroll recruitment

Overview of Responsibilities: Responsible for managing the regional payroll operations to ensure optimum effectiveness and efficiency of vendor(s) services and BlackRock stay back team. Ensure payroll compliance with all statutory compliance regulations and internal controls. Partner with other regional payrolls heads, Human Resources, Tax and Technology Teams, ensuring effective communication, prioritization, execution and adherence to established company policies and procedures as they relate to Payroll. Partners with and supports external stakeholders in issue resolution and the development of new process and technical solutions.
Specific duties
Project management
· Implement, with no day 2 critical issues, payroll service enhancements
· Facilitate a continuous improvement culture regarding the hand-offs between key internal stakeholders, ie HR, Compensation Accounting, Tax, and external vendors
· Develop processes to ensure seamless integration of new / closing payroll entities
· Evaluate version control and the capabilities/costs of upgrades
Vendor management
· Manage outsourced vendor(s) to ensure vendor performance is compliant with contract and all invoicing is correct with contract
· Recommend to Global Head of Payroll any changes in vendor services or the replacement of existing payroll vendors
· Meet regularly with vendor to review performance and explore potential for enhancement / improvement in operations
· Be the internal advocate for vendor when internal BLK processes are negatively effecting vendor performance
· Once a year, audit disaster recovery and standard operating procedures of vendor(s)
Audit, reporting and controls
· Regularly review, test and update payroll controls
· Ensure no critical control failures on audits, both internal and external
· Manage the accuracy and timeliness of all regulatory and internal audit requirements
· Ensure the following handoff audits are done as required: a) HR Oracle indicative data against Payroll data - quarterly b) Reconcile stock delivery to payroll on 3 times a year c) ensure visa data is up to date
Staff Management
· Maintain a fully knowledgable, cross-trained, stay back team
· Develop and document operational procedures for ease of training
· Perform all staff evaluations timely and ensure staff understanding of firm performance and promotion criteria
· Groom successor
Global metrics
· Work with Global Head of Payroll to establish service/performance metrics for the regional payroll function
· Manage operations to achieve agreed upon benchmark metrics
· Utilize metrics reporting to identify key areas for improvement
Function/Service Management
· Keep abreast of new programs that effect Payroll, i.e. statutory changes, internal benefit changes, evolving market of outsourcing delivery mechanisms
· Survey actively constituents on the effectiveness of service delivery and action any feedback
· Manage escheatment process (currently US specific)
· Establish an solid working relationship with HR to proactively share information on upcoming process changes, eliminate potential control breaks, educate new HR employees on the role of Payroll - what Payroll does and does not do
· Identify service delivery mechanism risks especially in the area of personal and corporate taxation where process needs to be improved
Communication
· Effectively and professionally deal with all levels of management and personnel.
· Ensure timely and effective communication of payroll matters to employees and management
· Liaise regularly with other regional payroll VPs to explore and share process improvements
· Hold regular update meetings with Global Head of Payroll
