Controls Oversight - Singapore Lead - Role Description:
The goal of the Controls Oversight Team is to ensure firm wide oversight over all Technology Operations Controls, advising on strategic direction, providing transparency and exercising independent challenge to ensure a consistently high quality approach. The Singapore Lead will be responsible for driving and implementing the Controls Oversight agenda on a regional basis. The Hong Kong Lead will report to the Asia Regional Head of CAO Controls ("Regional Head").
An important part of this role is to develop the controls oversight function and ensure it is appropriately embedded within the Technology Operations area of the firm. The role is heavily orientated around relationship management, working with key control stakeholders across the business and corporate sectors in the respective region.
Objectives:
- Assist the Regional Head in leading the Regional Controls agenda with Corporate Oversight responsibility for Technology Operations Controls, working in partnership with the accountable business owners - setting the strategic direction and defining appropriate control measures, implemented through the control risk management framework - ensuring accountability across businesses and corporate functions. Specifically, assisting the Regional Head with the following:
Strategic Direction
- Implementation of the global agenda on a regional basis - supporting the development of the firm-wide program;
- Regional implementation of the control risk management framework;
- Drive better alignment of the regional program in order to optimize business effectiveness and meet regulatory requirements;
- Provide a regional governance and engagement model for controls oversight, consistent with strategic priorities;
- Engage in appropriate and relevant industry forums;
Transparency
- Provide transparency on risk and controls to Senior Management (Executive Operating level);
- Provide adequate management reporting on the overall health of the program and ad-hoc reporting on significant issues and risks;
- Measure, monitor and report on the effectiveness of the regional controls program;
- Identifying systemic issues and prioritize critical issues for senior management escalation;
- Undertake proactive monitoring and horizon scanning, internally and externally, across the controls landscape;
Independent Challenge
- Partner with location/country management to undertake pro-active health-checks prior to significant regulatory reviews in the TO space;
- Partner with businesses and functions to identify gaps in existing process and procedures and recommend areas for potential improvement;
- Evaluate existing strategies, identifying existing process and procedural gaps, recommending areas for improvement while mitigating risk;
Reporting:
- Regional Head of CAO Controls who in turn reports to the Asia Regional CAO and Global Head of Technology Operations Controls and Business Resiliency
Skills
Critical Skills (required):
- Significant professional experience in a risk/business background with demonstrated career progression; Specialist experience in a control discipline (preferred);
- Experience in dealing with regulatory authorities (preferred);
- Strong coordination and control skills;
- Excellent communication, relationship building and influencing skills;
- Strong analytical and quantitative skills;
- Presence and ability to engage with all levels of stakeholders across the business es (LOBs);
- Flexibility and ability to partner with other team members across global time zones;
- Excellent management skills including project management; and,
- BA (or equivalent) degree required; MBA preferred.
