Summary: Special waste represents a very important high margin revenue stream for the Company's landfills and roll-off businesses. The Waste Approvals Manager represents of one the four corners that must effectively and efficiently intersect over and over again in order for the Company to be successful in the special waste arena. Those four corners are the customer, our operations, sales and waste approvals. This position performs technical reviews of detailed information pertaining to candidate waste streams for treatment and/or disposal. This information includes, at a minimum, the information required of generators by law that enable a determination to be made that the waste stream may or may not be lawfully treated and/or disposed based on the physical and chemical characteristics and the receiving facility's permit requirements and prohibitions. In many cases this review includes a hazardous waste review to insure that hazardous wastes are not accepted at Waste Management's Subtitle D facilities. This position is also responsible for identifying any special materials handling requirements to ensure that the receiving facility is prepared for acceptance and to protect worker health and safety. This position routinely interacts with facility operations, environmental protection personnel, sales personnel and customer representatives and is expected to contribute directly to the effective and efficient communication between these four critical functions. While the ability to function in a teamwork setting is critical to the success of this position the strength of character necessary to make tough knowledge based decisions to protect the Company's assets, worker health and safety and the environment is just as critical. Essential Duties · Enforce Site Permit requirements · Enforce Local, State/Provincial, Federal Regulations. · Enforce Company Policy and Procedures. · Communicate Site Policy to Sales, Customer Service and Customers. · Communicate potential Health, Safety, Operational and/or potential Political issues regarding specific waste streams to Site and Market Area Management. · Communicate Waste Acceptance requirements to Sales/Customer Service and external customers · Conduct Customer Audits, Facility Inspections/Tours. · Review Disposal Application Packages. · Communicate issues identified in Waste Disposal Application to Sales, Customer Service and Customers. · Approve Disposal Applications. · Interface with State Regulators and/or Local Officials. · Train Sales/Customer Service in all aspects of Waste Acceptance. · Resolve manifest and non-conforming load discrepancies. · Communicate with state agencies when significant load discrepancies are not resolved as required by permits · Provide technical assistance to operations including disposal of site generated waste
