The Workforce Development Program Specialist will support the development of US Navy maintenance critical skills and knowledge of hull, structural, mechanical, and electrical engineering principles along with detailed knowledge of work in Quality Assurance as required by members of the Maintenance and Project teams supporting surface ship maintenance and modernization availabilitieis. He/She must also be familiar with the operations, production and business practices associated with short and long term surface ship maintenance and modernization programs, work with Regional Maintenance Centers and other US Navy technical authorities to better assess and act in support of quality surface ship maintenance. Other qualifications include at a minimum:
- Experienced subject matter expert in a position with the Maintenance Team or Project Teams such as Project Manager, Ship Building Specialist, Port Engineer, Contract Specialist, Integrated Test Coordinator, Assessment Director, or Quality Assurance Specialist
- Experience with non-nuclear surface ship material assessment criteria and procedures across all maintenance and modernization facilities.
- Must be thoroughly familiar with Navy ship maintenance programs and policies to include Integrated Class Maintenance Plan (ICMP) and the planned maintenance systems.
- Must have a working knowledge of the RMC, Project and Maintenance Team organization in order to successfully harness all skills needed to assist all maintenance activities and the Lead Maintenance Activity with the management of the Total Ship Readiness Assessment Process.
- Detailed knowledge of processes required for assessing the material condition of equipment on U.S. Navy Ships.

- Strong risk management skills and the ability to create timely mitigation plans that keep critical path tasks managed to support on time execution.
- Ability to interact with multiple maintenance activities and teams and effectively communicate technical information with all levels of personnel (Government, Military and civilian).
- Must be familiar with the use of Word, Excel and Power Point.
- Knowledge of Technical Authority instructions and processes.
- Must have working knowledge and complete understanding of work associated with complex engineering projects, testing, and repair processes.
- Skilled in analyzing complex engineering/technical problems and other factors.
- Knowledge of Technical Authority instructions and processes.
- Ability to coordinate and facilitate meetings with other government and support activities including RMCs, NAVSEA, TYCOMs, other contractors, and industry related entities.
- Skilled in the development and tracking of execution policies and detailed standardized procedures.
- Ability to provide engineering, technical, and administrative program support for Surface Ship Programs.
- Ability to provide subject matter expertise at conferences and status meetings.
Required Experience:
- 7-10 years of experience working in Navy ship maintenance specifically maintenance and modernization availabilities.
- Strong knowledge of Technical Authority instructions and processes.
- Excellent communications and interpersonal skills including ability to brief Flag/SES audiences.
- Must be able to facilitate large teams from diverse occupations.
- Must be able to work independently, attentive to detail and able to multi-task in challenging work environments.
- Must be able to obtain a Security clearance.
