Incumbent serves as a liaison between and among the congressional delegations, State Governors, State elected and appointed officials, State agencies, County and City officials, government associations and federal agencies in Wyoming and Montana on behalf of and in concert with the Regional Directorate and National Park Service (NPS) Superintendents in Wyoming and Montana. Reviews management plans and major programs of the Wyoming and Montana NPS units in order to evaluate and recommend opportunities for increased cooperation between public and private sector organizations, State and federal agencies and the National Park Service. Coordinates special projects and activities in multiple NPS areas with State or other Federal agencies involving National Heritage areas, State based tourism, etc. PHYSICAL DEMANDS : While most activities are office related and sedentary, physical exertion may be necessary when on field assignments. WORK ENVIRONMENT: Work is in a climate-controlled office setting. Field assignments occur in temperatures that vary from the 40's to over 100 degrees in summer. The district is served by three high schools. Cheyenne is home to Laramie County Community College (LCCC) and a branch of Institute of Business Medical Careers. Winters are cold and moderately long, but relatively dry, with a January average of 25.9 °F. However, the coldness is often interrupted, with chinook winds blowing downslope from the Rockies that can warm conditions, bringing the high above 50 °F. Snowfall is greatest in March and April, averaging 60 inches for the season, yet thick snow cover rarely stays. Summers are warm, with a July average of 67.7 °F and highs reaching 90 °F. The annual precipitation tends to be concentrated from May to August and is low during fall and winter, contributing to the area's 2980 hours of sunshine per year. Qualifying experience may be obtained in the private or public sectors. QUALIFICATIONS : To be eligible for this position, you must possess the qualifying specialized experience as well as selective factors as described in the occupational/assessment questionnaire and as outlined below. Qualifications : you must possess 1 year of specialized experience equivalent to the GS-13 in the Federal Service to qualify for the GS-14. Specialized experience is experience that demonstrates the knowledge, skills and abilities necessary to perform successfully the duties of the position to be filled. Examples of qualifying experience include, but are not limited to, the following: management, assistant or program specialist work involving development and implementation of complex, controversial, and/or sensitive policy related to protection and conservation of park areas or similar operations. Directs programs and work through direct and indirect supervision of a large staff. Selective Factor: To be found basically qualified for this position you must also have documented in your application material that you meet this selective factor. If you do not have documentation of this experience you will be found not qualified for this position. Experience working with the legislative process at the local, state and/or federal level as it relates to Wyoming and Montana on natural and/or cultural issues. Requirements 1. If new to Federal Civil Service, you will be required to serve a probationary period of 1 year. 2. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued drivers license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued drivers license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you.
