Advisor (m/f) Accounting and Auditing in the Financial Sector
Field of activity
On behalf of the German Ministry of Economic Cooperation and Development (Bundesministerium für wirtschafliche Zusammenarbeit und Entwicklung - BMZ) the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is implementing three projects in Myanmar:
- Private Sector Development: Supporting the promotion of Small and Medium Enterprises (SME)
- Technical and Vocational Educational Training: Supporting a training centre and the standardization of curricula
- Financial Sector Development (FSD): Supporting the banking sector with a special focus on SME-finance
The GIZ-FSD project started its implementation in autumn 2012 and will last for three years. The central partners of this project on the side of Myanmar are the Ministry of Finance and Revenue, the Central Bank of Myanmar (CBM), the Banking Association as well as Myanmar Accountancy Council. The focus of the project is on four complementing pillars:
- Banking regulation and supervision
- Capacity development in the banking industry
- Piloting of SME-finance products
- Accounting and Auditing in the financial sector
After years of isolation, Myanmar is now opening up and working on reforming various sectors of its economy. One of these sectors is the financial sector. A Microfinance Law has been enacted, a new Central Banking Law is being developed and also a new Financial Institutions Law is in the drafting stage.
The financial sector is underdeveloped by international standards. The 19 banks (11 of these of private nature) are not able to fulfil their roles as intermediaries. The financial intermediary ratio (credits to GDP) is with only 8.5% the lowest one in Asia and also at the bottom end on an international level. The first insurance providers just received a license.
SME-finance is basically non-existent in Myanmar. The current regulatory framework restrains banks in engaging with SME. Interest rate limits, as well as excessive collateral, liquidity and capital requirements pose sincere challenges for SME-finance activities. Human capacities both in the CBM as well as in the banking industry do not fulfil international standards. The legal framework as well as the implementation of accounting and auditing standards is not to international standards.
Accounting and Auditing standards do not fulfil international standards. Furthermore, the prevailing standards are not being enforced in an adequate manner. Human capacities of relevant stakeholders furthermore limit the enforcement of the standards.
Your tasks
The successful candidate will act as component manager for the activities related to Accounting and Auditing. He / she will report to the head of project and will be in charge of coordinating and conducting GIZ activities with relevant stakeholders. These stakeholders include the Central Bank of Myanmar, the Myanmar Accounting Council, the Myanmar Institute of Chartered Public Accountants, auditors and banks. The objective is to establish an adequate legal and regulatory framework in the area of accounting and auditing as well as to strengthen human capacities of relevant stakeholders.The successful candidate will thereby advise stakeholders in the legal reform process. This includes technical advice as well as the facilitation of the reform process. Coordination with relevant stakeholders on highest political level as well as other donors is thereby a key issue. The successful candidate will furthermore coach individual key stakeholder and develop appropriate trainings for them and their institutions.
Knowledge management, reporting and monitoring and evaluation are part of the duties.
Your profile
- Academic background: Master degree or equivalent in business administration, finance, economics or related fields
- Work experience and technical skills: Minimum 7 years of relevant professional experience. Strong understanding of IFRS (accounting standards) and IAS (auditing standards) with specific focus on banking industry. The qualification as CPA (Certified Public Accountant) is an asset. Experience of IFRS implementation in both developed and developing countries from a regulatory perspective. Strong understanding of Basel regulations and linkages with accounting standards such as public disclosure, valuation and recognition. Previous experience and good understanding of the workings of a central bank in a developing country are highly desirable. Experience of accounting and auditing standards with respect to the insurance industry is an asset
- International exposure: International experience through professional assignments and experience in developing or transition countries
- Communication: Proven ability to write in a clear and concise manner and to communicate effectively orally. Demonstrated ability to develop and maintain effective work relationship with high level national and international partners. Excellent drafting skills and ability to draft and comment on laws and regulations
- Teamwork and partner orientation: Strong interpersonal skills and; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, and with high level stakeholders. Ability to identify partners´ needs and appropriate solutions
- Self-reliance: Ability to act independently with a minimum of supervision
- Language: Excellent command of English (written and oral). Command of German or Myanmar is considered an asset.
