JOB TITLE: APAC Operations and Singapore ORPS Manager
DEPARTMENT: Operational Risk and Permanent Supervision (ORPS), APAC
LOCATION: Singapore
Role Summary:
The successful candidate will have local responsibilities related to APAC ORPS; the implementation of Operational Risk framework (methodologies, policies and tools) as per Global ORPS guidelines; and to assist the APAC Regional Head of ORPS and Global Head of ORPS for Operations in contributing operational risk tracking and monitoring, in relation with of the local Business Line / Functions Manager.
Responsibilities:

Collect and report all relevant all information on Operational Risk Permanent Supervision at the regional level and global level

Interacting on an ongoing basis with all APAC Operations Managers on any Operational Risk topics and best practices

Participate in reporting to Operations senior management, Risk senior management and to Global ORPS Group
-
Set up the Operational Risk and Permanent Supervision (ORPS) framework within Operations and other Singapore office functions

Map key “At Risk” processes within its scope
-
Define priorities for analysis with adequate justification in relation with of the local Business Line / Functions Manager
-
Coordinate the update and maintenance process of Policy Procedures. Provide guidance on standards and consistency.

Ensure, on an ongoing basis, any update with Operations management of ad-hoc risk issues and residual risk area identification monitoring.

Contribute to ensuring quality of first level controls and consistency across first and second levels
-
Implement / Perform the Risk Assessment Mapping (RAM) process for Operations and other Singapore office functions

Perform RAMs based upon priorities defined (1/) under standard format. Review the RAMs performed on a regular basis.

Collect RAM data and results within Global ORPS tool

Follow up of any mitigation plan / recommendations issued from the RAM
-
Contribute to the definition - or selection among existing ones - a set of Key Risk Indicators (KRI) in co-ordination with Operations managers to complete assessments

Ensure Permanent Supervision performance within Operations and other Singapore office functions
-
Set-up and maintain PERSUS (Permanent Supervision System): review on a regular basis the adequacy of 2nd level controls in liaison with the Regional / Group ORPS.

Conduct quality reviews on PERSUS completion on regular basis.

Perform Errors Incidents (EI) monitoring

Ensure operational FO errors and Incidents are adequately collected into Global ORPS tool
-
Report operational errors and incidents as per group error policy.

Ensure EI analysis
-
Monitor quality of error collection, propose mitigating measure when relevant and follow-up on action plans

In coordination with Regional ORPS Coordinator, contribute to reconciliation and maintenance of data within Global ORPS tool (rec with BO and accounting tools)

Ensure all other ORPS process

Business Continuity Planning (BCP) - Coordinate with Regional BCP manager on BCP topics: ensure the completion of the Business Impact Analyses (BIA) by local Operational Managers, contribute to establish the Incident Management Plan, help organise BCP tests, check that gap analysis is done appropriately between BIA and Disaster Recovery (in liaison with TRM).

Process Mapping: Participate to a Front to Back analysis (front/middle/back/finance) review of processes for optimisation and measure of operational risk.

New Activity and Product process (NAP) - Coordinate with ORPS Head on New Activity and Product process (NAP) for the Operations and other Singapore office functions

Regulators and Audit: Participate to follow up on the correct implementation of audit recommendations relative to ORPS within the agreed timeframe in relation with Internal Audit

Local Exchange / Regulator Contact – Working closely with local compliance and Liaise with Exchanges / Regulators in associate with Operational Risk matter as appropriate.

Maintain Operational Risk Data and analysing risk profiles

Maintain accurate key processes descriptions and controls within the Global ORPS tool
-
Maintain quality of data within ORPS Group tool for Error Incidents, RAM, controls and KRI
-
Update KRI data within Global ORPS tool and analysing their evolution

Reporting
-
Contribute and produce relevant ORPS reports (Error and Incident, quarterly results from PERSUS, RAM results, etc) for local management committee, regional and global ORPS committee under appropriate format and defined frequency
