Associate Director, Operations

The Associate Director of Operations will provide support to the Ophthalmology Disease Area (DA) in achieving goals and objectives by ensuring optimal alignment of resources (financial, personnel, space, assets). Responsible for the operational effectiveness of the department.
Major Accountabilities
Support Ophthalmology by overseeing all operational functions with a focus on project and resource management. Ensure operational efficacy to enable the department to reach its scientific milestones.
1. Partnership with department leadership for strategic planning. Ensures that DA/FA objectives can be met through sufficient staffing, space, materials, collaborations.
2. Liaison from Ophthalmology to the Novartis functions. Represents department at operational
meetings such as “Heads of Operations” meeting, etc. Represents organizational requirements from the functional areas to the department.
3. Responsible for scientific documentation: RDS, publication policy, IP
4. Supervises operational staff
5. Provides support to the department in communicating organizational advances and departmental progress, news.
6. Ensure departmental compliance with NIBR Novartis SOPs
Operational Responsibilities
Based on the portfolio strategy, responsible for resource allocation prioritization. With BPA, budgets are developed and managed based on the scientific goals and priorities.
1. Headcount and resource planning. Anticipate resource deviations and propose corrective action; summarize the basis for resource changes.
2. Support department in managing the CAPEX budget
3. Support department in managing external collaboration budget
4. Headcount: planning for correct staffing to achieve goals and objectives
3. Hiring Plans: In conjunction with HR partner; relate to budget and project needs, permanent
vs. temporary decisions.
4. Training: new technologies, instrumentation. Novartis systems and organizational structure
5. Talent: Support HR where necessary in the development of top talent.
6. Support HR to ensure that all HR timelines are met within department (objective setting, performance management, etc)
7. Ensure accurate data entry and analysis/reports into Timecard and other resource tracking systems.
8. Understanding the organizational needs for Ophthalmology.
a) Space planning, management and utilization
b) Define infrastructure and services required
c) Ensure regulatory compliance: lab notebooks, security.
d) Accountable for health, safety and environmental matters within DA/FA. Ensure information and training is provided to staff to enable them to carry out duties in a competent manner.
e) Business Continuity Coordinator role
f) Input into design and usage needs for new space.
The candidate will hold an advanced degree (PhD or MBA) in the sciences or business. 8 - 10 years of experience in the pharmaceutical or biotech industry is essential. Experience in matrix management is preferred. He/she must have demonstrated knowledge of operations management. Knowledge of project management business systems is also required. The candidate should possess strong leadership, excellent written and oral communication skills, and be highly motivated and enthusiastic. The candidate must have experience in the supervision and training of management staff.
