Budget Manager recruitment

ESSENTIAL DUTIES RESPONSIBILITIES:  Manage, coordinate and participate in the development of the District’s annual budget in all funds, including preliminary and final budget documents.  May prepare and/or make presentations to Board of Education, its committees and District departments as needed.  Develop and recommend current and future year District budget projections, and accompanying budget policies and procedures that align with the District strategic plan to ensure District long-term financial stability. Maintain, review and develop budget controls applicable to each individual school and department throughout each fiscal year.  Coordinate the preparation of the annual calendar and process in collaboration with all academic and business leaders throughout the District for developing the District budget.  Evaluate District requests for financial information in relation to District policies and procedures, as well as federal, state, and local school finance laws and regulations.  Collaborate with District administrators and community stakeholders to develop and prepare the annual budget of the District, including overseeing school-based and individual budgeting processes for 80+ schools, as well as 40+ departments. Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.  Provide budget development training and support to schools and departments.  Project and analyze school and department current and future year budgeted expenditures relative to the adopted budget to ensure compliance to the Chart of Accounts.  Prepare and present quarterly District Financial Statements.  Work to identify, adopt and implement prevailing business practices in order to improve operational efficiency and effectiveness and to ensure assets are used for their intended purpose. Coordinate and oversee the process of interfacing all school and department budgets into District’s financial management system and implementing general ledger monitoring processes for accuracy.  Work closely with Director of Finance to insure consistency between budget and financial reporting and financial reporting of actuals. Analyze student record data related to revenue projections for funding count, enrollment, free and reduced lunch status as well as special needs categories; informs District Administrators/Stakeholders of funding count, at risk funding and special needs funding.  Monitor website for Financial Transparency compliance. Submit the District budget to the State and GFOA for review.  Perform other related duties as assigned. 

POSITION REQUIREMENTS: Minimum Bachelor’s Degree in Business Administration, Accounting, Public Administration or Financial Management. An equivalent combination of education and experience may be substituted.  Three (3) to five (5) years of progressively responsible budget, finance or accounting experience; K-12 School District or governmental agency preferred; two (2) years in a lead/supervisory capacity.

SKILL REQUIREMENTS:  Knowledge of Oracle software preferred.  Knowledge of governmental and/or school accounting principles, applicable laws and regulations, and financial reporting practices.  Knowledge of Management Information Systems applications for accounting functions.  Knowledge of municipal and/or school government accounting.  Knowledge of fund accounting.  Math proficiency Strong analytical skills.  Advanced computer skills.  Advanced knowledge of Microsoft Office products (Word, Excel, PowerPoint). Advanced written and oral communication skills. Strong analytical and problem-solving skills within complex, multi-disciplined organizations requiring significant attention to detail.  Skill at effectively managing multiple priorities and meet deadlines. Skill in communicating effectively with all levels of administration and staff.  Ability to manage and motivate staff.   Demonstrable interpersonal and supervisory skills.
