Business Analyst Job in Rensselaer, New York US

We have the following 18 month contract with our direct client the New York State Office of Children and Family Services.

Description:

OCFS is seeking a highly experienced and professional Business Analyst.

The individual selected will be functioning as the Senior IT Business Analyst and will be responsible for building strong business partner relationships, developing business solutions and providing functional support as needed for the Adoption Systems and other business functions. This individual will work with business users on gathering functional requirements, building new business case studies, functioning as the acting Project Manager, proposing prioritized solutions and coordinating with the development teams to deliver specific enhancements and projects. This position is highly visible and requires a person who can work with the Human Services Program Staff, Accounting, Tax, Legal and HR business teams and help them on effective utilization of Business applications including VB.Net, C# and/or Silverlight. This individual MUST have outstanding communication skills both verbal and written arenas. Individual not possessing and demonstrating outstanding communication and problem solving skills will not be considered.

  1. Bachelor's degree
2. Minimum of three (3) years experience:

· Examining the methods and processes of the business flow within a diverse public or private service delivery organization

· Assessing and documenting existing business processes and identifying unnecessary steps

· Incorporating value-added steps into a new process through the translation of business practices into terminology and desk products that seamlessly merge computer and microcomputer technology with work processes

· Assessing and documenting existing business processes and identifying where improvements can be made or where new processes can be installed.

· Researching "best practices" of comparable organizations and analyzing the feasibility of installing them where needed.

· Developing new methods and procedures, implementation plans and schedules, and written reports.

· Eliciting and documenting business, user, and system requirements

Desirable Experience Preferred for These Positions

Excellent communication and interpersonal skills. Superior knowledge of the English language and elevated ability to understand and be understood.

  1. Five or more years experience:

    1. Facilitating meetings with users to identify and gather business requirements;
    2. Documenting functional requirements, business rules, and complex security requirements, and analyzing these requirements for integration with existing systems/software utilizing UML methodologies;
    3. Producing Logical Design documents from which developers can code.

Experience performing these tasks for large, complex, object-oriented .Net web systems is preferred.

3. Five or more years experience:

  1. Developing test plans,test cases and scripts including user acceptance test plans;
  2. Scheduling and tracking all system testing;
  3. Performing unit and regression testing;

4. Supporting users during user acceptance testing.

Five or more years experience:

  1. Performing data queries for extraction and/or validation for reporting and system validation;

2. Strong SQL skills.
