Business Unit Compliance Officer

The ideal candidate will provide advice, training and monitoring relating to the front office, partner with front office and other logistics and control functions to issue spot, identify and manage regulatory and reputational risk. 

Responsibilities

Business Unit Compliance

• Coverage responsibility for Prime Services including Futures clearing and execution

• Integrate compliance requirements of new rules and regulations including Dodd Frank

• Identify Key Risks and Improve Control Framework

• Provide Advice and Training to Sales and Trading and Execution

• Leverage Partnerships with other Support Functions

• Maintain and Enhance Relationships with GIA and Regulators

• Participate in internal committees logistics, control and business committees

• Participate in industry forums and industry initiatives

Other

• Influence other logistics and control functions beyond Compliance

Deliverables:

• Assist in formulating and developing new surveillance routines to cover futures and cleared swaps products where feasible

• Implement tactical and strategic enhancement to existing surveillance initiatives

• Review, investigate and action exceptions generated from futures surveillance reports 

• Review, investigate and action exceptions from futures position limit surveillance reports

• Investigate, review and respond to regulatory reviews, investigations and audits

• Collaborate with Regulatory Relations Group in their review, investigation and response to regulatory inquiries, letters information requests and onsite meetings with CMA, NFA, CFTC and ICE

• Participate in internal GIA reviews of trading desks throughout the year

• Participate with the Compliance Exam team in compliance branch and desk examinations and risk assessments 

• Participate on internal MIBA committees as necessary

• Participate in Dodd Frank working groups and multiple sub teams

• Review and advise on New Products and Significant Change Initiatives 

• Draft and update compliance, supervisory and desk policies and procedures

• Work with front office supervisors and management on development of monthly supervisory, program, policies, procedures and testing

• Prepare and deliver mandatory year end, topical and ad-hoc training to covered staff

• Provide advice to the business on rules, regulations, best practices, regulatory and reputational risks

• Review update and draft policies, procedures and compliance notices

• Participate in the GNEP process when required for affected desks/products 

• Coordinate with Operational Risk and participate in RACA testing and validation 

• Participate in FIA and other industry forums and weekly, monthly and ad hoc calls regarding regulatory initiatives 

• Coordinate locally with compliance and globally with MIBA compliance in EMEA APAC

• Participate in local and global compliance initiatives and strategic planning

• Keep abreast of regulatory developments and advise business as required

• Consider cross border impact of rules, regulations, policies and procedures and advise accordingly

Qualifications

• BA or BS 

• 5 plus years at major FCM or Futures regulator or law firm specializing in commodity futures regulation

• Understanding of FCM business and large financial services firms 

• Understanding of the trading clearing and execution of futures products

• Understanding NFA, CME CFTC FINRA and SEC rules and regulations

Desirable:

• Advanced degree: JD or MBA

• FINRA Qualifications (Series 7, 24, 14)

• NFA Qualification (Series 3)
