An opportunity for an experienced Buyer has arisen to join an award winning, privately owned house building company that operates throughout the South East of England specialising in the public housing sector.
This position has arisen due to company expansion and you will be based out of offices in the Surrey area.
RESPONSIBILITIES:
To ensure the financially effective and timely scheduling, procurement and control for the delivery of materials in order to ensure the achievement of build programme and specification. To manage and advise on training other members of the Materials Department.
KEY TASKS:
Operates within the company issued procedures and priorities and in accordance with the details defined by his Manager, provides regular updates at progress meetings and to Manager for written reports to be issued to the Managing Director.
Responsible for liaising with Material Scheduler on a day-to-day basis to ensure that all necessary information is available to order/purchase materials.
Where appropriate, obtains quotations from alternative merchants and manufacturers.
Compares quotations and negotiates most favourable rates from suppliers. Refers large (over £10,000.00) quotations to Building Manager for endorsement via the Managing Director.
Places orders with suppliers against negotiated and agreed contract terms.
Negotiates, in conjunction with the Managing Director/Building Manager, bulk annual contract rates and rebates with suppliers for cost continuity and ease of estimating/purchasing.
Determines delivery dates with Contract Co-ordination Team/Site Managers for long-dated or delivery-sensitive materials in order to meet changes in build programme.
With Material Control works to negotiate and resolve invoice and delivery queries with suppliers and arranges debit for excess or non-agreed price changes.
Provides advice on cost implications when requested by the Building Manager for estimating purposes.
Determines and communicates cost savings available by using new or alternative products on the market to the Building Manager for distribution as appropriate.
Monitors suppliers' requests for price increases, and in conjunction with the Building Manager and within parameters set by the Managing Director, negotiates mutually acceptable solutions.
If and when found necessary, assists in the function of material control in conjunction with the Site Managers to ensure that deliveries are matched up with the appropriate invoices. Responsible for agreeing and authorising payments.
Provides staff purchase service in accordance with the issued parameters.
Prepares material cost from orders placed, for Surveyor to input into forecasts for site within the frame agreed with Building Manager. Also produces waste control figures/variances for build team.
Collating information Investigating and advising team on requested Client sample materials, including detailed costings and specification for Shared Ownership, Key Worker provisions.
Collating information from suppliers to support Code for Sustainable Homes Site submissions and Site Waste Management plans, including details of chain of custody documentation, purchase orders, product technical information and waste recycling data.
Meet weekly with Building Manager to prioritise workload, information dissemination, department advice and guidance. Advice and set up efficient systems for cost/waste management etc. feedback to enhance management efficiency.
OTHER TASKS:
- Seeks continual improvement in job methods and procedures.
- Assists in the development of computerised materials planning.
- Carries out various additional tasks as instructed by the Building Manager and Managing Director.
- When requested, attends conferences and exhibitions to keep abreast of new development and innovation in material products and reports back to Managing Director on benefits/costing etc of same.
