Compliance Division, Global Investment Research (GIR) Compliance, Associate/Vice President – Beijing recruitment

Goldman Sachs Global Compliance is dedicated to protecting the reputation of the firm, managing risk and helping to advance the business of the firm. Working closely with each business, Global Compliance professionals help to shape the direction of one of the most respected firms in the world. The major functions performed by Global Compliance include providing advice to the business, testing, monitoring, regulatory reporting, training, surveillance, managing regulatory audits and inquiries, and developing and implementing policies and procedures. From global financial centers to important developing markets, Global Compliance professionals interpret and ensure compliance with regulatory requirements and determine how the firm can appropriately pursue global market opportunities.

Global Compliance is organized broadly into divisional compliance groups and centralized compliance groups, each with firmwide responsibilities.

Divisional compliance groups are embedded in the business they support. These groups include Global Investment Banking Division/Merchant Banking Division Compliance, Global Securities Division Compliance, Global Investment Management Division Compliance (which consists of Goldman Sachs Asset Management Compliance and Private Wealth Management Compliance), Global Investment Research Compliance and Global Operations, Technology, Finance and Services Compliance.

Goldman Sachs’ Global Investment Research division delivers value-added research to clients in the equity, fixed income, currency and commodities markets.  GIR produces original, fundamental research and analysis of industries, companies and economies. GIR teams continually identify and analyze financial information, strategic issues and trends that affect companies, industries and markets on a regional and global scale.

General Description of Role: Substantial initiative, creativity and drive, together with the ability to work closely and comfortably with research analysts, are essential attributes of all group members.  Because the role requires substantive interaction with research analysts and advising on rules and laws impacting research, candidates with regulatory experience, who can function in a compliance or legal arena, are being sought.  Work with global team members located in New York, London, Hong Kong and Tokyo. 

This role will be based in our Beijing office and will provide coverage will be for China region including:

- Regulatory Matters: Interact on regular basis with regulators. Assist analysts and Legal in responding to regulatory inquiries.
- Policies and Procedures: Ensure that the division has appropriate policies and procedures in place.  Assess, design and drive completion of necessary upgrades, updates and new policies.  Work closely with Legal and the business to fulfill requirements.
- Training: Design, execute and deliver live and online training on divisional policies and procedures.
- Controls/Surveillance/Testing: Create controls, roll out surveillance and monitor testing of policies and procedures.
- Advisory: Act as a resource on a daily basis for compliance, regulatory, policy and reputational issues.

Experiences/Qualifications:

- JD preferred
- More than 5 years in financial industry
- Language skills: fluent in Mandarin Chinese and English
- Strong oral and written communication skills; ability to communicate confidently and effectively with a diverse audience
- Quick learner who can adapt well to a fluid regulatory and business environment
- Ability to handle multiple tasks simultaneously, work effective independently and in a team
- Organized, detail-oriented, enthusiastic and professional

A Day in the Life
8  – 9.  Attend analyst group meeting and post group on current compliance-related issues. 
9 – 10.  Discuss with the Control Room an analyst request to publish research during a firm underwriting.
10 – 10:30.  Meet with GIR management to discuss revised MA guidelines. 
10:30 – 11.    Meet with GIR vice president on his use of email.
11 – 12.  Have conference call with industry association regarding new proposed research regulations.
12 – 1.  Have lunch with colleagues in Securities Division Compliance.
1 – 2.  Meet with other divisional compliance professionals on CEO compliance certification requirements.
2 – 2:30.  Meet with Director of Research to discuss regulatory developments.
2:30 – 3.  Review outside business activity requests and exchange voicemails with Legal regarding potential reputational issues.
3 – 4.  With Research publishing group, deliver presentation to industry group associates and analysts on new divisional publishing controls.
4 – 4:30.  Have coffee with friend from GIR.
4:30 – 5.  Call Asia research head to discuss personal trading by analysts.
5 – 6.  Meet with Technology to discuss new surveillance for China.
6 – 6:30.  Send email to Hong Kong Compliance regarding registrations.
9 – 10pm (1x/week) Global GIR Compliance call with NY and EMEA
