Project Parsons is assisting an agency within the Department of Defense by performing agency Construction Management services on D/B and D/B/B construction projects. Services include review of planning studies from a construction perspective, review of third party A/E designs, construction contract administration, field quality assurance and commissioning assistance. Need Provides construction management and engineering technical input and support to the Project Manager in administering the construction contract, including review and processing of submittals, monthly pay requests, pay estimates, Requests for Information (RFIs), Requests for Proposals (RFPs), and change orders). Interacts directly on a daily basis with the agency's management and technical staff, design consultants, contractor's field staff, QA and QC inspection staff, and local safety and environmental agencies. Assists Project Manager with setup and maintenance of the formal projects files and project closeout upon completion. Makes recommendations to the Project Manager regarding interpretation of contract document and the resolution of disputes. Ensures that tests and inspections are performed, witnessed, and documented in accordance with approved procedures. Reports recognizably unsafe conditions to the Contractor when observed. Collaborates with the Contractor to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. Reviews and interprets discipline design drawings and specifications to ensure current revision level and correct technical execution of the work. Provides resolution for technical engineering problems within the assigned discipline; coordinates application of solutions. Monitors discipline construction schedules and assists in progress appraisal. Provides schedule and progress appraisal data to the Project Manager. Monitors material procurement and deliveries to ensure timeliness in support of construction activities and schedule within the assigned discipline. Maintains a daily log for permanent record of project construction, as well as discipline data for the final project turnover and report. Maintains construction technical catalogs, supplier data, and other literature pertaining to the project. May assist field superintendents and construction management in portions of larger, more complex activities as directed. Performs other responsibilities associated with this position as may be appropriate. Qualifications PREFERRED EDUCATION/EXPERIENCE: - 4-year degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 20+ years of experience in field construction is required. SKILLS/COMPETENCIES : - R equires a working knowledge of engineering and construction-related processes, as well as some familiarity with industry practices.
