Job Description

Reporting directly to the Director of Supply Chain Management Sourcing the Corporate Strategic Sourcing Manager assists in planning and overseeing the operational and strategic management of the Corporate Contracts Department including development and implementation of system-wide goals and objectives and overall strategic direction of the scope of services provided by the Contracts departments. The Corporate Manager has responsibility for all of the managerial responsibility for the Materials Management Sourcing Department within PHS. He/She works closely and proactively with Partner"€™s leadership to support initiatives, including on-going financial objectives. He/She has the primary responsibility of approval of Sourcing opportunities, cost reduction initiatives, and product utilization services for all system members within his/her purview for the $800 Million supply chain spend. Oversees and influences negotiation strategies with vendors. This position promotes informed decision making by appropriate groups and individuals through positive vendor relations.

Principal Duties and Responsibilities

1. Provides broad and general oversight for the strategic sources products/services provided to all Partners institutions. Assists in identifying departmental goals and objectives in conjunction with the hospitals supply chain.
2. Identifies opportunities within each service line by working with the Corporate Contracts team and end users in accordance with system-wide accepted strategies and plans. Assists in coordinating this function with other areas of materials management.
3. Works closely with clinicians, managers, and peers, to develop strategy with major manufacturers and distributors to reduce costs and manage resources within the system.
4. Serves as a liaison within the institution and across Partners HealthCare System for Materials Management. Works with management members in the pursuit of integrated Materials services across the Partners HealthCare System network.
5. Consults with leaders and management throughout the Partners system to provide expert advice regarding, negotiating, contracting and marketplace conditions.
6. Supports and implements new programs occurring hospital-wide such as productivity improvement, supply chain processes, quality initiatives, and product service adjustments.

8. Develops and maintains departmental policies and procedures (PP) for areas of responsibility. Creates, and recommends for implementation and enforcement, all Purchasing PP. Enforces hospital wide PP.

A. Assures compliance with the regulatory mandates of the appropriate Federal, State and City governmental agencies, JCAHO and the rules and regulations of the PHS.
B. Develops and approves changes required in order to comply with new or changed regulations.
C. Establishes systems to communicate any policy or procedural change to all departmental staff and other PHS personnel, as required.
D. Documents all policy changes thoroughly.
E. Develops and approves effective complaint procedures.

9. Directly supervises the day to day operation of the Strategic Sourcing Team

A. Delegates and apportions departmental workload among staff fairly and appropriately.
B. Ensures assignments are understood and institutes appropriate follow-up to ensure that desired outcomes are reached.
C. Allocates resources appropriately so that assignments can be accomplished.
D. Communicates responsibilities to staff and standards of performance.
E. Counsels staff in areas of their performance, which required improvement and/or development.
F. A performance evaluation of each employee after probation and thereafter, on an annual basis; when performance indicates need, completes additional written evaluations.
G. When indicated, implements disciplinary process in an appropriate and timely manner.
H. Interviews prospective applicants and makes a decision based on qualifications, performance, and objective criteria.
I. Interacts with buying teams to effectively resolve problems and advises them of situation in which performance achieved desired goals.

10. Responsible for effective staff training, development and educational programs for the Strategic Sourcing team.

A. Submits recommendations to Director of Strategic Supply Chain Sourcing about departmental performance/service improvements, staff re-deployment or reorganization.
B. Displays initiative through independent thinking and suggestions for positive changes.
C. Ensures that all staff attends an institutional orientation as scheduled. Develops and implements an effective program to orient all staff to the department and to their respective positions.
D. Encourages all staff"€™s continuing education to ensure continued job competence.

11. Ensures proper communication and customer service throughout department.

A. Acts as a model to department staff to demonstrate appropriate and professional manner for dealing with all customers.
B. Respects and maintains the confidentiality of all patient, physician, and hospital related information.
C. Cooperates and communicates in an effective, professional manner with supervisor, management, peers, general staff, physicians, other personnel.
D. Encourages open communication and verbalization of opinions among staff in attempt to identify and resolve problems.
E. Promotes a favorable impression of the department with external constituencies through liaison activities and participation in hospital committees and meetings.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

1. Functions independently within a broad scope of established hospital and departmental policies and goals.
2. Knowledge as typically acquired through an undergraduate degree and a minimum of 7-10 years progressive experience in a healthcare setting. Minimum of 5 years experience at a management level is required. BA/BS required with MBA preferred.
3. Incumbent must demonstrate above average skills in communication and problem solving. Contact with all levels of personnel within the organization as well as numerous contacts outside.
4. Excellent computer skills are essential as well as the ability to read and interpret computer reports. Skills in preparing business plans and presentations are also needed.
5. Requires analytical skills necessary to make sound judgments based on data analysis.
6. A strong commitment to provide superior service which assures quality and user satisfaction.
7. In-depth knowledge of Supply Chain Management, Contracting and Purchasing is a must.

Skills

1. Expert in all aspects of supply chain management including market trends, national marketplace directions and all government or regulatory issues.
2. High level of financial oversight and expertise. All computer applications are expected included extensive spreadsheet capabilities.
3. Demonstrated, proven leadership and entrepreneurial qualities.
4. Bachelors Degree required. Masters preferred.
