Team Description

The EMEA Data Processing and Control Unit sit within the new EMEA Risk Architecture (ERA) function which is based across London, Manchester Brussels. This team is responsible for the collation, control, validation and reconciliation of all data required in the ERA function in EMEA. The team is also responsible for maintenance and consistency of underlying processes, systems, documentation and policy. The team will interface with the global teams on an on-going basis to ensure where possible consistency in data quality practices is achieved.

EDPCU will play a key role in ensuring the adequacy and control of information, as well as ensuring consistency across the rest of the function which in turn ensured consistency in the EMEA region for stress testing, ICAAP and information. Importantly, all audit files, change control and development of systems will be managed from this team. The team will also run advanced capital analysis on a quarterly basis, such as automated running of economic downturns, quantitative models and sensitivity analysis for the ERA.

The team will be responsible for sourcing underlying quantitative data, as well as monitoring qualitative data quality and regional consolidation of information, such as the stress testing schedules. The team will also be responsible for change management around standard templates and reports

Role Description

Data Quality Manager would have dual responsibility of Data Quality as well as automation systems, including overseeing ongoing maintenance of TM1 system as well as development of peripheral IT systems for supporting BNYMs Stress Testing Framework. The incumbent will support the regional stress testing function for all data and system requirements:

This incumbent is responsible for understanding the strategic uses of information within the Risk Finance Sector and translating them into data quality requirements. Another important aspect of the role is development and maintenance of ERA core systems and on-going maintenance of software.

This position requires strong analytical and communication skills to be able to work closely with wide portfolio of stakeholders associated with BNYM Stress testing framework. You will assist with translating strategic information process needs into data quality and IT requirements, and will assist with crafting and implementing the Data Quality procedures and IT systems that advances the business strategy. Furthermore this position will oversee enforcement of data quality policies and standards. This role should have the ability to recommend enhancements to the reward structure, performance goals, and organizational structure which will reinforce data quality.

The role holder will be expected to be a strong team player with the ability to engage with multiple regionally diverse stakeholder groups. Should be able to work in global virtual teams in a matrix organization. Working in a highly complex and specialized area of ICAAP, stress testing and Pillar 2 management. The role holder must be able to assess existing processes, identify data sources and resolve problems with existing data quality and delivery schedules. Lead initiatives for IT system enhancements to support overall Stress Testing Framework of the bank.

This position is also responsible for understanding the strategic uses of information within the Risk Sector and translating them into data quality requirements. On-going focus will be on assessment and measurement of information quality, recommending and implementing process improvements.

The role holder will interact with a wide range of internal stakeholders across the region, so must have excellent communication skills. Outputs from the ICAAP, stress testing and Pillar 2 are strategically important and inform business decisions, and are presented to senior level committees and Boards for approval. The department is also responsible for managing capital adequacy across the region. The quality and availability of data is a key contribution to this process and as such ensuring that data is available, and model outputs accuracy is essential.

Qualifications

Key Requirements

The person filling this role must have strong knowledge of information quality methodologies such as total quality management, six sigma, and information quality survey.

Data quality assessments on an iterative basis for all data managed and produced by the ERA team. Production of formal reports and metrics on the adequacy of information

Qualitative data gathering from Credit Risk Data Warehousing, Finstudio, Op loss database, market risk seed capital, financial forecasts, pillar 1 data, general ledger information and Pillar 2 data. Managing regular data reconciliation as per strict timelines to allow enough time for the Operations and Reporting teams to review stress tests and reports.

Person filling this position must have the ability to identify and describe the complex interplay between data in the various systems of origin and final use (reporting, decision making, or regulatory compliance), understanding of implications of data quality and what impact technology and organizational structure have on data quality. This role must effectively measure the cost and benefits of data quality, make recommendations for data quality improvements and manage the change process.

The candidate should also have strong IT system development experience solving operational inefficiencies and working knowledge of TM1 system in order to support data and IT infrastructure requirements of ERA. High-level knowledge of relational database management systems, data architecture, and data modeling would be required will allow for easy communication with IT in recommending new business process automation or current process improvements.

From a technical perspective, candidates should have experience with one more of the following tools in providing business solutions: Cognos, Business Objects, VBA, SQL and SAS.The person filling this role must have Strong knowledge (10 years +) of information quality methodologies such as total quality management, six sigma, and information quality survey.

Experience of leading Finance and Risk data requirements for advanced capital modeling, running models to high degree of accuracy and data reconciliation skills are vital.

Degree level and / or relevant practical experience in one of the following: MIS, Finance, Statistics, Information Quality. Masters/MBA in one of the following: MIS, Finance, Statistics, Information Quality is preferred. 10 years experience.

Professional qualification in one of the following: MIS, Finance, Statistics, Information Quality. PHD and 15 yrs. relevant work experience preferredPrimary Location: Manchester, Manchester, GB
