Data Quality Strategist
OVERVIEW
Our client, a major Healthcare Insurance Provider is looking for Data Quality Strategist.
Excellent communication skills are essential for this high visibility role.
RESPONSIBILITIES
Primary responsibility will be to develop /implement a Data
Quality Framework translating them requirements into a design that can be built
and implemented. This role will also assist with project scoping tracking.
Activities include:
analyzing the data using various data quality
profiling techniques, proposing data quality solutions and
ensuring implementation of solutions based on
client DQ Principles
Defining a replicable structured and
methodological approach to validate the
accuracy and completeness of data among various systems
Analyze and document the current state of processes, systems, data
flows and capture any gaps
Provide in-depth and sophisticated analysis with
interpretive thinking to define problems and develop innovative solutions
Develop process, training and technology
recommendations to address data quality issues
Good communication, verbal and written, a must to be able to
explain data quality principles and services in business terms when guiding the
business through various profiling and other DQ activities/techniques to ensure
the appropriate requirements gathered and DQ solution implemented.
Candidate needs to understand the client Data Quality
Services guiding principles and work independently to apply them on various
projects. Team player is critical in the client Matrix Organization to align
and integrate into the overall project.
Softskills
Leverage prior data analysis experience to
profile, analyze, assess, validate and document diverse data from source to
target
Knowledge of health care payer data and systems
is desired, ideally with Claims, Provider, and Member subject data areas
Identify the issues from the data profiling and
follows up with the business and project team to resolution
Document the business rules and data quality
rules that would be used for improving the quality of the data, for turnover to
developers
Demonstrate an ability to quickly gather facts
on a data quality issue, assess impacts to business operation, application, and
business processes, and develop an approach and work plan to fully analyze and
deliver a target state recommendation deck
Ability to organize insightful questions and
needed business IT SMEs to facilitate analysis
Ability to assess and document Information
Architecture data assets and maturity around data models, business meta data,
source to target mappings to highlight gaps
Able to communicate effectively with both
technical and non-technical personnel -
strong verbal/ written communication and influence skills
Work with the Business Data Stewards in research
and helping to strategize on proactively addressing data quality every day
Ability to drive to the real root cause and
articulate recommendation that include, people, procedures, process and
technology/systems
Ability to design and implement Scalable audit
solutions
HardSkills
Requires experience assessing data quality using
a data quality tool (Informatica IDQ data preferred) for a minimum of 4 years
Hands on experience with Oracle and other
databases - Ability to write complex SQL queries against relational database is
required
Strong Understanding of ETL concepts is required
Experience with Audit Balance and Control
mechanisms in ETL or interfaces
Experience building reuseable DQ ETL maplets into
services or Powercenter Maps.
Ability to read logical / physical data models
is a must
Excellent technical/analytical skills
Ability to create source to target mappings and
data flow visuals to help various level of the organization understand the
issues and what must be corrected to address the issues in the short and long
term
A minimum of 8 years of IT experience, with 4+
years in Data Architecture/Modeling, DWH/BI or Master Data Management
KEY SKILLSETS
Informatica (at least version 8.6) - Power Center, IDE, IDQ
Ability to develop complex SQL Queries
Strong Familiarity with the following Databases – Oracle,
SQL Server, DB2
Data Quality Assurance processes and techniques
Additonal Skills Desired:
XML, * IBM Mainframe: TSO, JCL, DB2, Cobol, CICS, MQ Series
