Job Title: Capture and Execution Planning (CEP) Department Manager Position Description: This Department Manager position is the Senior Manager responsible for the Capture and Execution Planning (CEP) department in the Program Management Excellence (PMX) organization. The department manager is responsible for leading the department in the execution of PMX organizational and CEP departmental goals. The department manager will champion, implement, and sustain efficiency and continuous improvement within the department; develop the department infrastructure; and determine, secure, and manage an annual budget that adequately meets the needs of the department. In addition, the department manager will champion the RMS PM processes and tools as part of the PMX leadership team. This position is the process owner for all planning and analysis activities, and will serve as the liaison with the Corporate Planning Council. This lead position will be responsible for promoting and expanding the CEP department presence within the program management community. This includes engaging with RMS programs to ensure that all aspects of schedule development and maintenance are addressed, including participation as a planning subject matter expert in gate reviews and proposal efforts. This position will participate in corporate planning-related activities, and must be able to evaluate planner best practices from RMS, other Raytheon business units, and across the industry for implementation. The department manager will have direct interaction with the Vice Presidents of Raytheon Missile Systems and Program Managers, as well as other senior personnel within Raytheon. This includes preparation and presentation of executive level briefings to high level personnel including government customers. The department manager is also responsible for ensuring that the approximately 80 CEP team members have all the training, tools, and processes they need to perform their job, have a high degree of satisfaction in the job they perform, and feel that they have a career path within the organization. This requires the robust execution of a series of tools and processes such as; performance development, career counseling, goal setting, competencies, training, compensation, planning, coaching mentoring, rewards, recognition, diversity and communication. The successful manager will have a high retention rate and create a pull from outside the department with talent seeking to join the CEP team. Other responsibilities of the Department Manager include the development and management of a staffing plan that includes an organizational structure, career paths, competency model and a robust performance evaluation process that meets multiple aspects of people and customer based requirements. This position will provide guidance, coaching and direction to six - ten Section Managers. The selected leader will ensure communication is maintained within the department through various means such as conducting weekly staff meetings and ensuring all sections are also flowing information to employees.
