DIFK Independent Board Member – Republic of Kosovo recruitment

Position: DIFK Independent Board Member - expert experienced in the field of deposits and finance insurance

Requirements:
•    An independent member with regional/ international experience in deposit and finance insurance;
•    Experience in deposit and finance insurance in a broad range of countries, especially in the region;
•    Experience with implementation of EU Directive on Deposit Insurance preferable;
•    Experience regarding the requirements of a 'pay-box' deposit insurance agency and knowledge of the requirements for broader, 'extended' powers preferable;
•    Experience in the start-up phase of a deposit insurance agency preferable;
 

Additional requirements:
•    Recognized for professional integrity;
•    Higher education on financial, banking or legal matters;
•    Without a (local) political mandate presently or in the previous year;
•    A minimum of five years of professional experience on financial, banking or legal matters and in the field of deposits and finance insurance;
•    Without prior employment in any (locally operating) financial institution that accepts deposits in the last 2 years.
•    Without engagement as executives or members of the Governing Board of any (locally operating) financial institution that accepts deposits one (1) year preceding
•    Without any engagement to any DIFK insured institution one (1) year preceding.
 

The responsibilities will include:
•    Appointing a Managing Director of the DIFK
•    Entering into contracts and be a party to legal proceedings
•    Acquiring, holding and disposing of DIFK property
•    Approving all rules, order and guidelines for the management and operation of DIFK
•    Adopting the DIFK’s financial plan and financial statements
•    Adopting the DIFK’s investment policy
•    Making decisions on changing the level of insurance premiums
•    Making recommendations on changes to the Deposit insurance Law
•    Approving appointment of DIFK’s external auditor
•    Approving the payment of insured deposits
•    Assessing penalties and applying enforcement measures
•    Deciding on decrease of annual premium
•    Approving DIFK borrowings
•    Approving number of DIFK staff
