Director, Global Markets - Operations Technology Compliance

An outstanding and rare opportunity has arisen for a Director of Operations Technology Compliance to lead on all matters related to Client Money / Assets (CASS) and Transaction Reporting throughout the bank. This is a highly visible role facing off to stakeholders throughout the bank.

The Role:

This is a multi-faceted role providing advice to multiple lines of business on all matters related to CASS and Transaction Reporting. This means dealing with very technical issues as and when they arise at the granular level, through to advising Senior Management on matters arising at a macro level. You will also be responsible for the oversight of the Compliance Monitoring and Testing function of the bank. Reporting to the EMEA Head of Markets Compliance, this role offers a huge scope of to immerse yourself in and could lead to multiple other opportunities within the bank over time.

You will be providing rule guidance, interpretation and implementation advice in the following key areas and ensuring appropriate policy guidelines are in place and being adhered to:

• Client Assets and Client Money (CASS).
• Transaction Reporting.
• EMIR (inclusive of Timely Confirmation, Reporting, Portfolio Compression, Portfolio Reconciliation and Internal Counterparty Classification).

You will also be involved in:
• Leading and working on various ad-hoc projects, such as the Recovery and Resolution Planning initiative.
• Implementation, oversight and production of Compliance Monitoring Testing routines, including the execution of testing, baseline reviews, risk assessments and related analyses, as necessary.
• Providing oversight, training and guidance to junior team members (2 direct reports)

The Candidate:

The candidate must have strong knowledge of CASS rules and will preferably have led in the consultation program in advance of the FCA’s latest CASS report. It is assumed you will have at least 10 years’ banking experience and have the ability to work closely with people at all levels. As this role is principally one of guidance, you will be involved with regularly training and overseeing junior members of the compliance division as a whole.

• Excellent communication skills, both verbal and written, to converse with management on all levels regarding controls, infrastructure, risk management and accounting.
• Broad business acumen to identify and connect risks across the organization including risks that could extend across the Enterprise into specific LoBs.
• Ability to effectively balance risk and reward.
• Knowledge of front to back trade processing flows and systems would be advantageous.
• Professional approach with a clear and logical thought process.
• Ability to work without close supervision but maintain appropriate escalation channels and communicate with management in a relevant and timely manner.
